Under the direct supervision of the Head of Humanitarian Financing Unit (HFU), the incumbent will be responsible for the following duties:


  • Providing expertise in monitoring planning and methodology.
  • Contribute to the development of the Afghanistan Humanitarian Fund (AHF) yearly monitoring and field travel plan.
  • Work closely under the supervision of Humanitarian Financing Unit monitoring focal point to plan, implement and report on monitoring findings and observations.
  • Develop monitoring visit schedules and share these with Clusters, Humanitarian Financing Unit (HFU) and OCHA field staff on monthly basis
  • Review documents: Proposal, Project Work Plan, Project Narrative Reports and other project related documents e.g. Due Diligence/Internal Capacity Assessment (DD/ICA).
  • Develop and implement monitoring tools and collect information regarding Afghanistan Humanitarian Fund (AHF) supported project activities in the provinces.
  • Conduct regular field monitoring visits to assigned projects and ensure that the M&E system of the Afghanistan Humanitarian Fund partners are in place and working properly.
  • Analyze quantitative and/or qualitative data and summarizing findings, report accordingly.
  • Facilitate necessary coordination and communication between Afghanistan Humanitarian Fund (AHF) partners and the Humanitarian Financing Unit.
  • Organize and conduct project oversight meetings, discuss the implementation gaps and risks of the project with respective Clusters, Humanitarian Financing Unit staff and implementing partners
  • Develop field visit monitoring reports and submit to Humanitarian Financing Unit monitoring focal point for review followed by sharing with respective implementing partners.
  • Analyze monitoring reports for impact evaluation and identify causes of potential bottlenecks in project implementation, make recommendations as necessary.
  • Facilitate monitoring visits of the Clusters, Humanitarian Financing Unit and OCHA staff, providing project documents and information incl on any issues identified.
  • Organize and coordinate findings, lessons learnt, organize debriefing meetings with implementing partners and clusters.
  • Assists Humanitarian Financing Unit staff in providing data on project performance against planned targets.
  • Collect information, develop case and success stories on project achievements.
  • Finalize and submit monitoring reports in a timely manner
  • Attend Humanitarian Regional Team (HRT) and Operation Coordination Team (OCT) meetings conducted by OCHA regional offices and cluster meetings whenever recommended at provincial and regional level.
  • Any other task assigned by the supervisor and Head of Humanitarian Financing Unit

Other tasks that may be required

  • Facilitate necessary coordination and communication between the Third-Party Monitoring (TPM) company and the Humanitarian Financing Unit
  • Develop monitoring visit schedules and share with Third-Party Monitoring (TPM) after Afghanistan Humanitarian Fund (AHF) allocations.
  • Assists Humanitarian Financing Unit (HFU) programme officers providing data on project performance against planned targets.
  • Support Afghanistan Humanitarian Fund (AHF) partner eligibility processes incl Due Diligence/Internal Capacity Assessment (DD/ICA).
  • Any other task assigned by the supervisor and Head of Humanitarian Financing Unit

 

  • Bachelor’s degree in Political or Social Science, Law, International Studies, Public Administration, or other relevant field of study is required.
  • Master’s Degree in Political or Social Science, Law, International Studies, Public Administration, or other relevant science is desired
  • Relevant years with Master’s degree and minimum of two years relevant experience with Bachelor’s degree is required.
  • Minimum 2 years of Monitoring & Evaluation experience in humanitarian projects with reputed national or international organizations.
  • Experience in project monitoring, collecting data and analyzing the collected information, preparing monitoring reports and information on GMS,
  • Previous working experience with United Nations is highly desirable 
  • Fluency in oral and written English, Pashto or Dari is required
