OBJECTIVES OF THE PROGRAMME

Design and implement appropriate guidelines and measures in line with UN Security Management System in order to continuously improve the security and safety of staff members, their recognize dependants, and WHO offices as well as to enable the programmes implementation.

PURPOSE OF THE POSITION

Assist the Regional Field Security Officer (FSO) to support the regional office and the country offices in the region on security issues in order to create an effective security culture within the African region that enable WHO personnel to operate and deliver programmes safely and securely.

DESCRIPTION OF DUTIES

Under the technical supervision of the FSO/AFRO, the incumbent will:- Conduct a threat and risk assessment of operations in the countries, areas where WHO projects are implemented, identify and implement appropriate risk mitigation measures.- Review and oversee the implementation of the Minimum Operating Security Standards (MOSS) as well as the Minimum Operating Residential Security Standards (MORSS) policies in the African region.-Assist WRs regarding the inclusion of security and safety as a key element in the Country Programme.- Coordinate the development and use of simulation exercises to ensure that plans and policies are practiced and institutionalized respective to security and business continuity in crisis.- Supervise the operation and maintenance of effective office security installations and equipment.- Liaise with law enforcement and/or safety/security authorities and with other government counterparts as necessary.- Manage the overall security risk register for the Region and follow up on the implementation of required actions to mitigate the risks.- Ensure that all staff members (international/national) receive a briefing on personal security, security policies and the relevant country security management plan.- As required, undertake field missions to countries within the region, to become familiar with specific situations, address specific security issues, perform security assessments; monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit. - Perform any other relevant duties as required.

 

REQUIRED QUALIFICATIONS

Education

Essential

University degree in public or business administration, social or political sciences, international relations, government or law.

Desirable

 

Experience

Essential

Minimum 2 years relevant professional experience at both the national and international level within governmental and corporate agencies and/or relevant military or police service.

Desirable

Relevant military or police training, direct field experience in an international context such as UN system organization field operations, UN peacekeeping operations. Investigation background would be an asset.

Use of Language Skills

Essential

Expert knowledge of French. Intermediate knowledge of English.

Excellent written and oral communication skills, with proven ability to produce high level quality reports for decision makers;- Strong sense of impartiality and objectivity.- Proven analytical skills.- Excellent interpersonal skills including the ability to deal effectively with various internal/external partners on complex and sensitive matters. - Ability to maintain effective working relationships with people of different national and cultural backgrounds.- Maturity of judgment, tact, integrity and discretion.- Knowledge of UN security management System.
