II. Organizational Context and Scope

Under the overall supervision of the Senior Resources Management Officer (SRMO) in Afghanistan and direct supervision of the Logistics and Procurement Officer (LPO); and, in collaboration with relevant units at Headquarters and the Administrative Centers, the successful candidate will be responsible and accountable for supervising the procurement functions in Afghanistan.

III. Responsibilities and Accountabilities:

1) Supervise and monitor the implementation of procurement activities in the mission within established internal control mechanisms. Ensure bidding process are done fairly, transparently and in accordance with the set rules and regulations under the IOM Procurement Manual IN/168 Rev2.

2) Liaise with the Global Procurement and Supply Unit (GPSU) on all matters related to applying best practices and relevant administrative procedures.

3) Analyze procurement requests, identify service providers, and evaluate information regarding vendor's performance regarding quality, prices, and delivery of goods in view of the Organization’s best interests

4) Responsible for the procurement of goods and services, both locally and internationally.

5) Follow-up on status of purchase orders and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions.

6) Monitor and update information/database for vendor/contractor accreditation and evaluation process to ensure availability of pool reliable vendors and contractors to address the needs of the country.

7) Contribute technical inputs for the preparation and implementation of permanent instructions for procurement that are compliant to IOM's general instructions, policies and procedures and donor requirements.

8) Train and supervise procurement and logistics assistants in Kabul ensuring that they conform to established procedures and assist in producing monthly and regular reports. Acting as a point of referral and supporting them with simple analysis and queries

9) Organize and maintain proper procurement tracking and filing systems.

10) Work with the programme management and provide support in preparing and issuing call for proposals and bidding documents for the tendering processes of the projects.

11) Perform such other duties as may be assigned.

· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization

V. Education and Experience:

· Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution; or

· University degree in the above fields with two years of relevant professional experience, preferably in international organizations.

· Experience in UN/IOM procurement and internal control procedures.

· Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

· Experience supervising the development and implementation of procurement control procedures.

VI. Languages:

· English- Fluency is required

· Dari – Fluency is required

· Pashto- working Knowledge or other language is an advantage
