The Position:

The Programme Analyst, Gender and Youth position is located in the Country Office of UNFPA in Eswatini and reports to the Head of Office. The Programme Analyst is part of the Country Office Programme Team, which delivers on the mainstreaming of Gender and Youth Development issues across UNFPA Eswatini programmes and supports the government and other stakeholders to achieve these through policy advocacy and programmatic interventions, and in line with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and using the UN Delivering as one Approach (DaO).

Job Purpose:

The Gender and Youth Analyst will apply the gender transformative approaches and youth empowerment to achieve gender equality and SRHR including adolescent sexual reproductive health and rights and strengthen GBV prevention and response. Through supporting the analysis of political, social and economic trends, s/he contributes to programme and project formulation, implementation, reporting and evaluation to realize the three transformative results of UNFPA and SDGs.

S/he ensures the application of UNFPA programme and financial policies and procedures in the management of UNFPA youth and gender programmes and monitoring results, in collaboration with key stakeholders, such as government, civil society organizations, youth organizations, business, development partners and UN agencies, etc.

You would be responsible for:

A. Results-based programme management

Contributes to the design and development of UNFPA gender and youth programme by conducting situation analysis, drafting strategic notes and preparing theory of change and results framework in gender and youth, in collaboration with internal and external stakeholders. Ensures effective, efficient, and accountable management of UNFPA annual workplans, human and financial resources and implementing partners for the gender and youth component programmes including social norm change, by applying UNFPA programme and financial policies, procedures and tools. This includes but is not limited to the development of workplans, monitoring expenditures and activities, and preparing quarterly and annual reports. Participates in relevant UNSDCF governance structures such as result groups and contributes to joint planning in gender and youth and ensures timely and quality reports.

B. Technical and policy support

Facilitates the identification and provision of technical resources and assistance in gender and youth to national partners, including training needs of implementing partners. Supports the production of advocacy materials and policy recommendations in gender and youth, by regularly collecting and analyzing data, consolidating, and reviewing policies, guidelines and plans. Creates and disseminates knowledge products in gender and youth to stakeholders such as lessons learned and best practices, in collaboration with the country and regional offices. Contributes to the LNOB agenda of the UNFPA country programme including persons with disabilities and the application of Human Rights principles.

C. Partnership and resource mobilization

Contributes to the development of UNFPA partnership strategy and supports its implementation in gender equality, women’s empowerment, social norms change, and youth empowerment, which includes regular environmental scanning, partnership mapping, and strategic communication. Participates in country coordination mechanisms for gender and youth, such as results groups, UN Gender Theme Group (GTG), youth, human rights, and disability inclusion, etc. to ensure full integration of ICPD issues. Collaborates and contributes to UNFPA global and regional initiatives to promote gender, and social norm change, and presents its results, acts as focal point and resource person from the country office. Identifies and proposes key partnerships for international cooperation, South-South, and Triangular cooperation. Prepares donor briefs, concept notes, project proposals in relation to gender and social norms change and youth empowerment and supports critical review of gender transformative approaches in UNFPA resource mobilization efforts. In collaboration with the communications team, supports the private sector engagement in the UNFPA country programme on GEWE and social norm change, and youth empowerment, including identification of joint interventions and contributing to the implementation of the UN global compact at the country level.

D. Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience:

Education:

Masters Degree in Gender Studies, Youth Development, International Development, and/or other related social science fields.

Knowledge and Experience:

At least 2 years of increasingly responsible professional experience in the field of development and population activities. Work experience in the field of Sexual and Reproductive Health is preferred. Specialized knowledge and experience in Gender and Youth Development approaches will be desired. Experience in programme/ project management including experience in large multi-sector programmes; Experience working with the Department of Gender and Family Issues or Ministry of Sports, Culture and Youth Affairs in Eswatini is desirable. Prior experience in the UN system is an asset A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Eswatini will be an added advantage Demonstrated ability to work in a team

Languages:

Fluency in English is required; fluency in Siswati is desirable.
