The Position:

      Under the overall guidance of the Representative and direct supervision of the Deputy Representative, the Programme Analyst Communications & Resource Mobilisation plays a leading role in facilitating internal and external information and communication and represents the Country Office in appropriate fora. He/She works in close cooperation with the Country Office program staff, the UN system, government counterparts, development partners and civil society organizations to ensure internal and external flow of communication and information and to strengthen partnership.

Job Purpose:

Employing your Communication management, in developing, implementing and evaluating internal and external communication policies and processes, the Communications & Resource Mobilisation Analyst substantively contributes to the effective achievement of UNFPA activities in the area of sexual and reproductive health, reducing maternal mortality and accelerating progress on the ICPD agenda and MDG 5. 

The Communications & Resource Mobilisation Analyst facilitates the work of consultants, advisors and experts; and establishes and maintains collaborative relationships with counterparts in the media, government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues.  He/she must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate.

You would be responsible for:

Develops and implements effective country level communication strategies to enhance UNFPA’s profile and visibility, particularly in the context of major national and world events. Establishes and maintains effective working relationships and communication channels with representatives of all types of media, including national and international news services and agencies, to ensure best possible cooperation with UNFPA. Drafts press releases, briefing notes, speeches, talking points and other information material on population and development. Monitor information and services provided to media representatives to ensure their cooperation in promoting an accurate image of UNFPA and its programmes among policy makers and general public.  Manages all production phases of the UNFPA publications, including ensuring quality of content and design; produces advocacy booklets, brochures and other publications, as needed; plans and oversees editorial production, reviews manuscripts for the CO’s public information adherence to objectives and standards. Represents UNFPA in inter-agency working groups defining strategies for advocacy and information management and dissemination. Undertakes studies/research on donors and other activities with a view to identifying funding opportunities. Develops specific donor fund-raising strategies and approaches, in liaison with relevant UNFPA offices. Negotiates with donors the consolidation and, when necessary, the increase of their core contribution especially that of GoG counterpart funds and donations from the local private sector. Develops and implements the Country Programme Resource Mobilization Plans Meets with local representatives of donors, as well as government officials, to gain support for an increase visibility of UNFPA programmes

Qualifications and Experience: 

Advanced degree in Communications, the Social Sciences, Journalism, Political Science, Economics or Law degree., or other related fields. 

Education:   3-5 years’ experience related to Resource Mobilization and Public Relations, advocacy as well as dealing with development assistance and donor relations, including a good track record in fund-raising.

Knowledge and Experience: 

Management skills, familiarity with UNFPA programmes and policies, knowledge of international development financing, policies and institutions, and international politics.   Excellent negotiation skills, advocacy and public speaking, and good knowledge/understanding of the UN system. Good knowledge of media and public relations. Familiarity with population issues and how this impacts on sexual and reproductive health and rights of women and young people (including adolescents).

Languages: 

Fluency in English is required; knowledge of other official UN languages would be an asset.
