Background:

NOTE: Please note this post has been established on a part-time basis and your salary shall be prorated according to your working time.

Should you be selected for the position, you will be responsible for ensuring adequacy of health care for Mission members and making determinations as to the need for medical evacuations. You will plan, organise and implement activities of the Mission’s Medical Unit, ensuring its efficient operation and that relevant medical services are provided to all Mission staff. You will actively participate in negotiations with suitable health care providers, liaise with the OSCE Chief Medical Officer and the organisation`s health insurance provider, as needed, make referrals to qualified local or foreign medical providers for complex, prolonged or specialised care and provide relevant health-related information, services and recommendations to all Mission members. You will be expected to pay visits as required to the Mission`s field offices.


Tasks and Responsibilities:

The successful candidate will be tasked with the following duties:

1. Providing medical consultancy services to and ensuring high quality on-site clinical care of OSCE Mission members, in accordance with internationally accepted standards:

- Offering consultation and case discussion based on analysis of relevant and available patient history/records;
- Offering advice and method of treatment or diagnostic tests to be performed, including prescription of medicines and, depending on type of illness, making referrals to outside specialists, local or international hospitals or clinics;
- Providing 24 h emergency response;
- Assessing the need for and oversees medical evacuations;
- Ensuring patient follow-up, as may be required;
- Assessing staff fitness to work, arranging periodic medical examinations with appropriate health institutions when and as required;
- Ensuring patient confidentiality and records integrity;
- Managing Mission-wide immunisation programme;
- Maintaining own credentials, licensure and continuing medical education.


2. Providing expert advice to Fund Manager and CFA on the range of medical support issues:

- Certificating Sick Leave requests for staff treated by the incumbent and liaising with other medical practioners (local and out of country), clinics, laboratories, hospitals and like facilities, as and if required, for verification of sick leave duration and/or other details;
- Advising Fund Manager/CFA/Chief of Human Resources on medical standards for recruitment, sick leave (reviews and validates long-term sick leave), medical evacuations/repatriations per OSCE guidelines, service-incurred accidents or illnesses, possible cases of termination for health reasons or disability and similar issues;
- Providing medical leadership and emergency medical care during crises;
- In co-ordination with the OSCE Chief Medical Officer, providing guidance/policy directions to Mission members on a variety of medical issues and cases;


3. Keeping informed of the local public health and ensuring provision of relevant medical information to Mission members:

- Establishing a local support network with representatives of relevant government authorities and medical establishments to ensure provision of medical assistance by local entities, if required;
- Co-operating with medical personnel of other international organizations and Embassies on occupational health related standards and policies to ensure timely and adequate communication and exchange on best practices; participates in surveys collecting medical-related information;
- Monitoring and evaluating adequacy and standards of medical services provided by the local health institutions and private practice within BiH;


4. Supervising and co-ordinating the work of the staff assigned to the Office


5. Performing other related duties as required.

Necessary Qualifications:

Doctorate in Medicine (M.D/PhD) Residency in one of the medical specialities, preferably internal medicine; Active medical license to practice health care; Minimum six years of progressive clinical experience in the medical field with knowledge of public health and primary health care; Experience in management and supervisory position within the medical field; Experience using relevant medical databases; Excellent written and spoken communication skills in English and in the local language; Computer literate with practical experience with Microsoft applications; Holding a valid driving license and willingness to drive official vehicles.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 4,050.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
