Background:

A short-term vacancy (5.5 months, without further extension, tentative starting date of 15 May 2022) has arisen in the OSCE Presence in Albania for a National Legal Officer (NP2), in the Democratization Department within the extra-budgetary project “Support Parliament and Civic Education in Albania”, funded by the government of the Swiss Confederation. Under the direction of the Project Manager and in cooperation with the project team will assist with the critical effort of improving the legislative and oversight processes. He/she will also be responsible for supporting parliamentary reforms through support and working with Parliamentary Committees and Administrative structures, including civil society and academia.


Tasks and Responsibilities:

Under the overall supervision of the respective Supervisor, the successful candidate will be tasked with the following duties:

1. Provides legal advice in the framework of the Project by analyzing and commenting on draft laws, secondary legislation, and strategic documents in various areas of law that affect project operations, such as:

• Legal opinions and advice on issues like legislative procedures, financial autonomy and administrative autonomy,

• Legal advice on Assembly’s Strategic Documents including, ICT Strategy, Medium-Term Expenditure Framework;

• Legal advice on contracts and partnership arrangements required within the Project;

2. Proposes develops, and monitors implementation of project activities related to Parliamentary Support and Legislative Review:

• Attends and contributes to the meetings of the working group on e-legislation and other workshops and meetings that have legislative impact on the project;

• Organizes and contributes to the project activities related to the oversight and oversight role of the parliament and cooperation between the parliament and state or independent institutions;

• Contributes to activities on the methodology of Post-Legislative Scrutiny;

• Organizes roundtables and other events aimed at strengthening the role of the parliament and its committees on gender issues, through working closely with OSCE/ODIHR and their repository tools;

• Supervises and guides experts and apprentices on their work for consolidating legislation;

• Works with Parliament and experts/academia to establish parliamentary curricula on advanced studies on legislative processes and parliamentary affairs.

3. Contributes and leads on aspects of Project Administration

• Reviews reports, needs assessments and feasibility studies prepared by the Project’s external consultants and prepares internal reports and memos on Project activities.

• Represents the Project at relevant meetings, conferences, and seminars as required and appropriate;

• Drafts memoranda and contracts and provides solutions on legal matters to the Project Team and provides legal advice to the Project Manager and Head of the Democratization Department when drafting contracts and memoranda;

• Provides and organizes legal opinions to the Project Team on issues of importance within the project;

• Drafts written summaries (minutes) of meetings of Project Team with beneficiaries;

4. Performs other duties as assigned.


Necessary Qualifications:

• First level university degree in law;

• Minimum 4 years of professional experience, preferably in domestic and/or international judicial institutions; previous experience working with international institutions is desirable;

• Excellent legal analytical skills and established experience in providing authoritative legal advice to senior entities;

• Excellent knowledge of the law-making processes in Albania;

• Legislative drafting (drafting laws, but mostly secondary legislation;

• Experience in drafting or working with strategic plans documents;

• Experience in organizing workshops, roundtables involving high-level stakeholders;

• Experience with gender, elections, human rights, media-related issues;

• Experience with e-platforms ;

• Excellent coordination skills;

• Computer literate with practical experience with Microsoft applications.

• Established ability to represent an Organization well at meetings and other outside events;

• Professional fluency in English with excellent communication (both oral and written) skills;

• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

• Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

• Computer literate with practical experience using Microsoft applications.
