Tasks and Responsibilities:

Under the supervision of the Senior Legal Officer the National Legal Officer is responsible for:

Monitoring the legal system in the assigned region by directly monitoring court proceedings, analysing court records, and liaising with court staff, judges, prosecutors and private lawyers: Attending court hearings related to the Mission’s reporting activities; Receiving and reviewing court files on cases to be attended; Building and maintaining relationships with court staff, judges, prosecutors and private lawyers operating in the region; Liaising with and interviews court administrative staff on administrative matters effecting the proper implementation of the justice system in the region; Liaising with and interviewing judges, prosecutors and private counsel on questions relating to the proper implementation of the justice system in the region. Analysing and reporting on monitoring activities in order to determine whether the regional justice system is complaint with Kosovo law and international human rights standards: Reviewing Kosovo law and international human rights standards to determine whether practices identified in monitoring comply with those standards; Writing memoranda on specific cases monitored analysing the case in the context of Kosovo law and international human rights standards; Writing weekly reports cases monitored and on systemic issues identified in the region; Where possible Kosovo-wide systemic issues are identified by the Law and Justice Section’s (LJS) headquarters teams, writing memoranda on whether the systemic issue is present in the assigned region; Designing and implementing activities and projects in the region to address identified gaps: Determining whether activities or projects could be useful in the region to address an identified human rights or rule of law shortcoming; Designing and implementing activities or projects in the region to address human rights or rule of law shortcomings in conjunction with the LJS’s Headquarters team and other members of the Regional Centre; Assisting in the design and implementation of the LJS’s Kosovo-wide activities and projects as they relate to the assigned region. Assisting the policy development and reporting of the Law and Justice Section on justice-related matters in co-operation with relevant actors: Drafting public reports on the assigned region’s compliance with Kosovo law and international human rights standards; Assisting the LJS Headquarters team in the drafting of Kosovo-wide reports on justice-sector compliance with Kosovo law and international human rights standards; Assisting the LJS Headquarters team to comment on draft legislation affecting the justice sector. Advising the human rights and municipal officers operating within the Regional Centre on justice-sector issues: Providing advice to personnel in the assigned Regional Centre on specific cases or systemic issues relating to the justice sector in the region. Performing other duties as assigned.

Necessary Qualifications:

First-level university degree in law Minimum of two years of practical legal experience, practicing as a private lawyer, judicial law clerk, trial monitor, or legal officer in a private company, non-governmental organization, government agency or international organization Established Specialized understanding and awareness of international legal instruments, in particular European Human Rights Law as well as the laws and legal procedures applicable to the mission area Computer literate with practical experience with Microsoft applications Excellent written and oral communication skills in English and Albanian. Knowledge of other local languages would be an asset Possession of a valid automobile driving license and the ability to drive using manual transmission is a requirement for this post.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,609.42 Euro/month.
Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
