OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall delegated authority of the Director of the Office (DIR) and the direct supervision of the Finance and Administrative Officer (AO), the incumbent provides a series of administrative support services in compliance with UNESCO Rules and Regulations, practices, standards and procedures.

Long Description

  1. In close collaboration with DBS and the regional ICT Officer, the National ICT Associate ensures ICT-related needs are met in the national office. S/he will support management and operations of all ICT infrastructure, equipment, and services for the office, ensure that ICT-delivered services and end-user needs are understood and met, and foresee ICT configuration changes. Activities are carried out according to established ICT standards and policies.
    1. Provide user support and technical/functional specialist support to the office. Assist users in solving technical problems and investigating elevated issues by confirming the validity of the problem and seeking known solutions related to these more complex issues. If a problem is new and/or s/he cannot determine a solution, s/he is responsible for raising this issue to DBS and/or Regional ICT support and/or local external service provider.
      1. S/he will implement the rollout of new functionalities, applications or services, systems upgrades and IT infrastructure changes under the coordination of DBS and the Regional ICT officer. Follow up on the installation of systems, network components and software. S/he advises on best technical solutions, in coordination with Regional ICT, to achieve required standards while considering local technical constraints. Propose actions for improving ICT services and reducing costs.

        4. Perform needs assessment for new applications and modifications to existing ones, make sure the related policies are followed and that every ICT initiative, project, or application is properly registered in the Application Portfolio. Prepare and draft ICT operational, technical, hardware, and software requirements and specifications for procurement and invitations to bid. Update and maintain the ICT equipment inventory (hardware and software details).

        5. Identify and analyse training needs on ICT related areas for users, mainly on existing corporate applications and desktop tools, and organize the appropriate courses.

        6. Liaise regularly with Host Organization or Institution's Information Technology Service to ensure efficient and reliable operations of the ICT infrastructure and proper implementation of Service Level Agreements. Represent UNESCO at ICT inter-agency meetings and groups at a country level.

        REQUIRED QUALIFICATIONS

        Education: University degree in computer science, IT technology, applied technology or in related fields.

        Work Experience: Minimum of 3 years of working experience in the related IT profession.

        Languages - Excellent knowledge (spoken and written) of English and Urdu.

        2. Regular contact with UNESCO ICT functional areas to coordinate activities and exchange information, support/back-up for specific tasks. External Clients: UN agencies and other external partners; participate in the negotiation of project proposals; exchange information, network, advocacy and build alliances.

        3. Decisions and actions contribute to the use of innovative methods/materials and the mainstreaming of innovations on ICT processes and systems; content and planning of assigned area’s knowledge base play a significant role in allowing proper ICT services and utilities to enhance programme delivery.

        DESIRABLE QUALIFICATIONS

        Working experience with United Nations System or Development Sector is an asset
