BACKGROUND

The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA)‘s overall goal in Lebanon is to support the Resident/Humanitarian Coordinator (RC/HC) in his/her function to ensure a principled, efficient and accountable collective humanitarian response to all people in need in Lebanon.

UNOCHA Lebanon’s focus is to:

Enhance coordination mechanisms at the strategic and operational levels, in support of the HC and the HCT, to support planning, implementation and monitoring of a principled, efficient and accountable collective response to humanitarian needs in Lebanon; Under the purview of the HC and the HCT, support the coordination of emergency response to the compound crisis in Lebanon and facilitate an early transition out of emergency response into longer-term recovery and development activities. Strengthen situational awareness in a fluid context, and support a coherent collective analysis of humanitarian needs, gaps and response, with the view to facilitate the development of a coherent narrative shared across the aid community on humanitarian needs and response priorities; Mobilize flexible and predictable humanitarian funding for the collective response to humanitarian needs in Lebanon; and,  Advocate for improved protection and operational space for all humanitarian actors involved in the collective response under the RC/HC purview.

Position Purpose:

Under the supervision of the Head of Office in Beirut, the National Humanitarian Affairs Officer advises the HCT on access issues faced by humanitarian organizations, analyze trends, liaise with key stakeholders, and advocate to improve operational space for humanitarian actors..

Key Duties and Responsibilities: 

1) Advise the HoO on operational approaches and strategies to address access recurrent issues and propose ways to improve the operational space of humanitarian actors in Lebanon;

2) Facilitate the revision and operationalization of the Lebanon HCT Access Strategy, in particular the Joint Operating Principles, under the overall guidance of the HoO;

3) Lead the Access Working Group, with close coordination with the co-chairs including ensuring monitoring and collecting information from NGOs regarding operational/bureaucratic/administrative incidents across Lebanon, analyzing trends and preparing analytical papers on the evolution of the humanitarian space in the country;

4) Maintain the necessary linkages and working relationships with Access focal points in humanitarian organizations as well as other relevant stakeholders including within the Lebanese Armed Forces and Lebanese security institutions, NSAGs as relevant, and UNDSS, UNSCOL, UNIFIL;

5) Ensure monitoring and analysis of events affecting the humanitarian operational space in Lebanon, as well as on political developments impacting the humanitarian context in the country;

6) Ensure regular monitoring and analysis of information required for early warning of potential emergencies and provide support to strengthening collective preparedness;

7) Update country-specific CMCoord guidelines and other related documents;

8) Contribute with information and analysis needed to update OCHA products (crisis monitoring dashboard, SitReps, fact sheets, etc.)

9) Draft a wide range of reports and documents providing up-to-date analysis on trends and developments on the humanitarian situation, e.g. letters, speeches, background papers, briefings, presentations, etc.;

10) Participate in relevant humanitarian sectoral meetings and other related coordination forums, as required;

11) Support advocacy initiatives on access-related humanitarian concerns and issues (protection of civilians, specific vulnerabilities);

12) Supervise the work of the other Access Humanitarian Affairs Officers in the Unit.

13) Perform other duties as requested by the Supervisor and/or Head of Office.
