The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA)‘s overall goal in Lebanon is to support the Resident/Humanitarian Coordinator (RC/HC) in his/her function to ensure a principled, efficient and accountable collective humanitarian response to all people in need in Lebanon.

OCHA Lebanon’s focus is to:

Enhance coordination mechanisms at the strategic and operational levels, in support of the HC and the HCT, to support planning, implementation and monitoring of a principled, efficient and accountable collective response to humanitarian needs in Lebanon; Under the purview of the HC and the HCT, support the coordination of emergency response to the compound crisis in Lebanon and facilitate an early transition out of emergency response into longer-term recovery and development activities. Strengthen situational awareness in a fluid context, and support a coherent collective analysis of humanitarian needs, gaps and response, with the view to facilitate the development of a coherent narrative shared across the aid community on humanitarian needs and response priorities; Mobilize flexible and predictable humanitarian funding for the collective response to humanitarian needs in Lebanon; and,  Advocate for improved protection and operational space for all humanitarian actors involved in the collective response under the RC/HC purview.

 Position Purpose

Under the guidance of the Head of Office and the supervision of the Head of the  Access unit, the National Humanitarian Affairs Officer Access supports advising the HCT on access issues faced by humanitarian organizations, analyzing trends, liaising with key stakeholders and advocating to improve operational space for humanitarian actors. Duties and Responsibilities

Provide support in the collection of information on operational constraints and advice on approaches and strategies to address access issues; Support the coordination and management of the Access Working Group, including collecting information from NGOs regarding operational/bureaucratic/administrative incidents across Lebanon, analyzing trends and preparing analytical papers/talking points on the evolution of the humanitarian space in the country; Support in enhancing and maintaining the necessary linkages and working relationship with Access focal points in humanitarian organizations as well as other relevant stakeholders including within the Lebanese Armed Forces and Lebanese security institutions, NSAGs as relevant, and UNDSS, UNSCOL, UNIFIL; Contribute to the writing of a wide range of written reports, documents and communications providing up-to-date analysis on trends and developments on the humanitarian situation, e.g. letters, speeches, background papers, briefings, presentations, etc.; Establish or strengthen partnerships with NGOs (particularly Local NGOs), civil society and local communities, to strengthen local level networks and gather information from the field; ensure humanitarian information flow from OCHA to partners and vice versa, and help ensure their participation in the operations and coordination mechanisms; Support in organizing and participating in field trips to undertake in-depth reviews of specific coverage areas and coordination mechanisms; Participate in relevant humanitarian sectoral meetings and other related coordination forums, as required; Support advocacy initiatives on humanitarian concerns and issues (access, protection of civilians, funding gaps, specific vulnerabilities); Support updating country specific CMCoord guidelines and other related documents as necessary Perform other duties as requested by the Supervisor and/or Head of Office.

Required Skills and Experience Education: Master’s degree in in social science, public administration, law, development studies, international affairs or other relevant disciplines Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of a Master’s degree. Experience: Up to 2 years of relevant experience in humanitarian / development organizations.
