BACKGROUND

Under the guidance and direct supervision of the Head of Coordination, the National Humanitarian Affairs Officer (NHAO) works directly on all matters relating to the Inter Cluster Coordination Group and includes coordinating different processes and drafting of various plans/products, as required by the Inter Cluster Coordination Group and the Head of Coordination Unit.

The NHAO works in close collaboration with the OCHA Turkey management and other units, NGOs, staff in other UN Agencies and OCHA HQ staff. The incumbent will work as part of the Coordination Unit and have a key role in supporting in addition to the Inter Cluster Coordination Group, the Humanitarian Programme Cycle for cross-border operations of NGOs and UN agencies into Syria.

Duties and Responsibilities

Under the overall supervision of the OCHA Turkey Deputy Head of Office and the day-to-day guidance of the Head of the Coordination Unit, the incumbent is expected to perform the following tasks:

Monitors, analyzes and reports on humanitarian developments, disaster relief/management or emergency situations. Acts as the primary focal point to support the inter-cluster coordination group and the clusters. Organizes and prepares various inter-cluster products, meeting notes, talking points, speeches, statements and other written materials on humanitarian, emergency relief and related issues; organizes follow-up work to support decision-making on important issues. Supports implementation of the Humanitarian Programme Cycle (HPC) in collaboration with other relevant OCHA offices in the region and the APMB; Advises the management and inter-cluster coordination group on matters related to HPC. Helps plan and evaluate humanitarian and emergency assistance programmes and helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. Establishes and maintains contacts with officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc. Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc. Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance. Organizes and participates in work groups, meetings, conferences, and consultations with other agencies and partners on humanitarian and emergency relief-related matters. Provides guidance to, and may supervise, new/junior staff. Performs other duties as required.

Qualifications

Education:

Bachelor’s Degree or equivalent in political or social sciences or related field.
