Background   The OHCHR Regional Office for the Pacific is based in Suva, Fiji. It covers 16 countries and territories in the region, - Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

This position is based in Suva, Fiji.

Under the guidance of the Regional Representative/Head of Office, the National Human Rights Officer provides legal analysis and advice which contributes to the overall political, social and economic analysis and participates in the formulation, management and evaluation of strategies for human rights protection and advocacy. S/he will work with existing staff and partners on the project “Enhancing Access to Justice for Women”.

Based in the OHCHR Regional Office for the Pacific in Suva, Fiji, and reporting to the delegated line manager, The Human Rights Officer will provide support to the Pacific region by providing substantive inputs to programme implementation and monitoring, reporting and evaluation, notably working closely with the Pacific Human Rights Defenders Network and human rights defenders from the Pacific region -  in coordination with the co-implementing partners, the OHCHR Regional Office for South-East Asia, UN Women Regional Office for Asia and Pacific, and the International Commission of Jurists.

Under the overall supervision of the Regional Representative and the direct supervision of the line manager, the National Human Rights Officer will be responsible for:

Assess capacity building needs and facilitate technical support including training targeting national authorities, CSOs and human rights defenders, including women human rights defenders in partnership with CROP and UN organizations in the area of rule of law, access to justice;

Conduct needs-assessment to identify existing knowledge gaps to define an appropriate and effective training strategy and awareness-raising activities tailored to the needs of regional stakeholders (e.g. Pacific Human Rights Defenders Network as well as other human rights defenders); Facilitate meetings with relevant key stakeholders to further strengthen existing networks of human rights defenders with a particular emphasis on women human rights defenders; build partnerships including through human rights education; Prioritize activities and contribute to the Office’s work- and cost-panning and monitoring progress towards expected accomplishments.

Contribute to gender-sensitive human rights monitoring and support justice, law enforcement and correctional processes ensuring consistency with human rights standards, gender equality, and good practices.

Provide technical support towards strengthening institutions enhancing human rights protection and advocacy; Ensure consistent gender mainstreaming throughout all programme activities.

Prepare briefs and inputs on a wide range of substantive issues for the pacific region; through research and assessments, address the practical factors that impede women’s ability to claim their rights, including the status of women and gender-based stereotypes, prejudices and norms;  identify relevant evaluation findings, lessons learnt and best practices and recommendations with a focus on women and groups that are particularly excluded and/or at risk, and input them into programme reporting;

Identify and synthesize best practices and lessons learnt linked to regional and country expected accomplishments and sound contributions to the protection of women’s (and other vulnerable groups) rights; Provide substantive input in regard to project (‘Enhancing Access to justice for Women’) implementation, monitoring, reporting and evaluation including information received from the Pacific Human Rights Defenders network and human rights defenders from the Pacific region.

Promote the role of NHRIs in protecting and promoting the rights of women and girls to access justice and in eliminating pervasive forms of discrimination, including through referral and follow up of cases.

In cooperation with the Asia-Pacific Forum of National Human Rights Institutions and the Pacific Community (SPC), support the strengthening of NHRIs in the Pacific region in respect of respective country engagement strategies; Support capacity-building activities to raise awareness on human rights standards, especially those relevant to facilitate access to justice of women and girls.

Establish and maintain relationships with key national and regional partners to support implementation and expansion of the OHCHR -PRO office mandate.

Build trust and confidence with project partners by participating in relevant meetings on behalf of OHCHR; Through clearly defined channels of communication, ensure sharing of relevant information among project partners and other national and regional stakeholders; Support the development of a communication/outreach strategy.
