Background and Organizational Context

Under the overall and direct supervision of OHCHR Regional Representative for the Pacific in collaboration with the Deputy Regional Representative, the Human Rights Officer on Youth will provide high quality services to OHCHR ROP to ensure timely and efficient implementation of his/her functions focusing mainly on human rights of youth, including on diversity and non-discrimination. The National Human Rights Officer on Youth promotes a client, quality and results-oriented approach.

Position Purpose

Support the implementation of the UN Strategy on Youth Ensure timely and substantive contribution towards OHCHR reporting and youth reporting Ensures timely and quality technical support to the programme team and partners in line with work plan Ensures provision of top-quality advisory services and facilitation of knowledge building and management for OHCHR Ensures facilitation of knowledge building and knowledge sharing for OHCHR

Key Duties and Accountabilities

Support the implementation of the UN Strategy on Youth focusing on achievement of the following results:

Area 4 on youth and human rights as well as OHCHR’s Operation Management Plan Identify existing regional and national youth platforms, build partnership, and contribute with in-kind expertise, including through human rights education and training, thereby contributing to the existing ROP’s annual work plan implementation. Support in the development of a communication strategy specifically targeting youth. Participate in and arrange the Regional Inter-agency Working Group (IAWG) on Youth and in biannual meetings with the Office of Envoy on Youth.

Ensure timely and substantive contribution towards OHCHR reporting and youth reporting focusing on achievement of the following results: 

Contribute to substantive and technical work on youth inclusion in regard to the Office’s work on human rights in the context of state efforts such as national youth policies. Provide substantive input in regard to youth in vulnerable situation such as climate change- young environmental human rights defenders, LGBTI community, Access to Justice, Rule of Law and young human rights defenders in general. Contribute to the development of reports of the Regional Office.

Ensures timely and quality technical support to the programme team and partners in line with work plan focusing on achievement of the following results:

Support relevant ongoing activities of the regional office in all the 16 countries in the Pacific which includes reaching out to student organizations and supporting them with capacity-building activities and raising their awareness on human rights standards, especially those pertaining to youth.  Contribute to the Office’s work- and cost-planning and monitoring progress towards expected accomplishments. Engage in other social media platforms as per agreed policy.

Ensures provision of top-quality advisory services and facilitation of knowledge building and management for OHCHR focusing on achievement of the following results:

Identification and synthesis of best practices and lessons learned directly linked to regional and country expected accomplishments and sound contributions to knowledge networks and communities of practice. Prepare Facebook page posts on issues of concern to young people in different areas depending on the country/region (climate change, political participation, sexual and reproductive rights and health, justice issues, human rights education and capacity building, and prevention of violence).

Ensures facilitation of knowledge building and knowledge sharing for OHCHR focusing   on achievement of the following results:

Initiate, organize and coordinate programmatic and administrative arrangements for meetings, seminars, conferences, workshops, round tables and forums of exchanges Support substantively, and logistically as necessary, missions of OHCHR staff members and independent Experts within the country and in the region. Conduct any other tasks as assigned.

Requirements:

Education

Master’s degree in law, Political Science, Development Studies or related fields A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 Experience, Knowledge, and Skills

A Bachelors with two years of relevant experience working on human rights, preferably on human rights of youth will be accepted in lieu of the advance university degree.
