Background:

The impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continue to constitute a major threat to public safety, as well as social and economic development in Albania. Poorly controlled and illegal Small Arms and Light weapons, ammunition and explosives sustain criminal elements and organized crime, by enabling violence and insecurity. All of these aspects have very negative effects on security and confidence–building measures in the country and the region.
Therefore the project “Assisting the national authorities of the Republic of Albania to decrease the risk of weapon proliferation and misuse of Small Arms and Light Weapons (SALW)” aims to support the Republic of Albania’s efforts to implement OSCE commitments in the field of preventing and combating SALW proliferation, thus contributing to regional security and stability in the country.
This approach will continue in the process of addressing the main priority areas as identified by the Ministry of Interior of the Republic of Albania and the Albanian State Police as the need for construction and physical, as well as ICT upgrade of K9 units in the selected locations.
Therefore, the Project is recruiting one national expert who based on the assessments made and consultations with the beneficiaries and stakeholders will prepare a list with recommendations including the prioritised equipment necessary to be procured for the K9 unit.

Objective of Assignment:

The national expert will consult relevant stakeholders, international good practice, and documents developed during the course of the project in order to develop a detailed list of specialized K9 equipment necessary for maintenance, training or deployment, ranked by categories of priority, each item accompanied with appropriate technical specifications developed in such a way to be suitable for immediate further use by the Project Implementation Team

Duration of Assignment:

The expert shall be working from 1 September – 1 November 2022, not exceeding a total of 10 working days.

Tasks and Responsibilities:

Under direct supervision of the National Project Officer and in close cooperation with the National Construction Officer, the national expert is expected:

 Identify and assess the materials and equipment needs of the K9 unit in support of both handlers and dogs’ duty performance;
 Based on the inputs received, and in consultation with the working group, all in conformity with the leadership of the K9 institute the consultant will develop a list of equipment ranked by priority necessary to be procured by the project for the beneficiary;
 For each of the items of the relevant priority equipment identified consultant will develop an accompanying generic description and technical specification that would guide and educate the preparation of the procurement documentation for their international tendering and purchase;
 Ensure that all proposals presented meet the local requirements (conformity with legal framework, sustainability of use and maintenance, compatibility with the existing equipment and tools) and could be implemented in a sustainable manner with a successful transfer of ownership to the local beneficiary;
 After final clearance by project team and OSCE internal structures, the document will be presented to the working group on the K9 Masterplan for their review and endorsement prior to the project engaging in procurement, delivery and installation;
 Facilitate, support and liaise between local beneficiaries in obtaining information and details necessary for the successful completion of the project activities;
 Conduct site visits to assess K9 locations and file reports accordingly;
 Participate in person in different meetings with the working group and with K9 institute personnel and other counterparts;
 Be in close communication with the working group, SALW project implementation team during the assignment and conduct continuously meetings or in presence and with all the parties, as requested and needed;
 Any other relevant duties that might be assigned

Necessary Qualifications:

 University degree in social or natural sciences;
 Experience in K9 breeding, training, management;
 Knowledge of international and local procurement basic principles and procedures;
 Previous relevant experience within international environment in this related field would be considered an asset;
 Ability to work and deliver under tight deadlines and with various parties;
 Excellent spoken and written technical English;
 Excellent presentation skills and computer literate;
 Prior similar work experience would be an asset;
 Good interpersonal and communication skills

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
