Background:

The increasing use of the Internet by children and youth is the biggest problem in terms of their safety in the online environment, not only in Albania. Although it may seem that malware attacks and cybercrime live in the adult world, cyber thieves regularly target children and teens where they’re most active – chat rooms, social media, video streaming sites and online video games. Children are good targets because they may have high levels of trust in people and low levels of knowledge in cyber security. Being proactive and staying educated on the current cyber security risks that kids and teens are facing in today’s digital world goes a long way to keeping them safer online.

According to the Albanian national authorities, the cyber-enabled threats for children and youth are significantly increased and became more severe during the pandemic, when the time spent online increased and the number of children’s online abuse cases reported by parents and civil society organizations has significantly raised, by more than 75%, compared to 2019.

A recent study conducted by officials from relevant state institutions has hence raised the demand that parents and other professionals dealing with children, such as teachers, school psychologists, and social workers need immediate capacity building and extended information on cyber-enabled threats.

To respond to the need for awareness-raising among communities on cyber-enabled threats, the OSCE Presence in Albania aims to increase information and awareness among children/youth, parents, and educational professionals on cyber security and cyber threats leading to more responsible engagement with online information, platforms and technology preventing especially young people from being exposed to risks, such as cyberbullying and harassment, data and identity theft, online-enabled trafficking, etc. These interventions will be in line with AKCESK’s (National Authority for Electronic Certification and Cyber ​​Security) objective to raise public awareness on cyber security and cyber threats, especially for children, as well as in line with the Goal 2 of the National Strategy on Cyber Security “Building a secure cyber environment, educating and raising public awareness, and building professional capacities in the field of information security”, and respective specific objective 3 “Raising public awareness on cyber security and cyber threats”.

Objective of Assignment:

In the framework of the project “Advancing partnerships between citizens and institutions to address safety and security, Phase III”, a national expert on cyber-security will be hired to develop a training package on cyber-enabled threads for groups at risk, such as children, youth, families, educational professionals, and wider communities. The training package will serve at a later stage to carry out information sessions in community level, in six Municipalities: Korçë, Pogradec, Malësi e Madhe, Shkodër, Lezhë, Laç, with the main purpose to inform, increase knowledge and raise awareness on the cyber-enabled threats, and their consequences among children, youth, parents, schools, and other groups of the society. The training package will cover topics such as cyber security, how to benefit from use of internet, data safety, cyber-bullying, online hate speech, online radicalization, online sexual exploitation, phishing, etc. The training package will contain three different training modules for: children, families, and school professionals.

Tasks and Responsibilities:

In close co-ordination with the Project team and AKCESK’s focal point, the expert will perform the following Tasks and Responsibilities:

Design training package on cyber-enabled threats – In consultation with and subject to the approval of the Project team and AKCESK focal point, the expert will develop a training package on cyber-enabled threats, for groups at risk, such as children, youth, families, educational professionals, and wider communities.

The training package should cover the following topics:

new security challenges to youth in online environment; cyber security, how to benefit from use of the internet, cyber-enabled threats children/youth face online, such as cyber-bullying; personal data; phishing etc. - early identification and prevention tools; online hate speech, violent extremism and radicalisation among youth - early identification and prevention tools; the role and responsibilities of Teachers, Parents and School Security Officers toward safer internet for children/youth.

The full training package should contain the following materials:

Training manual, including methodology, topics, hand-outs, and references; A glossary of words related to Violent Extremism; Pre and post training evaluation forms; Power Point presentation for each topic. Deliver one day information sessions on cyber-enabled threats with pupils, parents, teachers, school psychologists, and school security officers in 6 schools of Korçë, Pogradec, Malësi e Madhe, Shkodër, Lezhë, and Laç municipalities.Materials from the training package developed under point 1 will be used during the info sessions. The expert will work closely with representatives of AKCESK, MES, CVE Center and State Police during the implementation of this activity. In coordination with the above-mentioned actors, the expert will develop and deliver the following materials prior to the implementation of the information session: Calendar of activities; Agenda; Hand-outs; Glossary of words related to Violent Extremism.

Draft and submit narrative reports for each info session and a final analytical report, including recommendations for further interventions on this field, especially in the community level.

Deliverables:

Full training package – by 31 July 2022 Glossary of words related to Violent Extremism – by 31 August 2022 1 Day information sessions and a respective narrative report in six municipalities – by 10 October 2022 Final report – 20 October 2022

Necessary Qualifications:

University degree in Social Sciences or other relevant fields, such as low and/or security studies; Extensive experience (at least 5 years) in providing trainings/workshops for community members in Albania; Experience in delivering trainings/workshops on cyber security; Experience in working with NGOs and CSOs is an advantage; Familiarity with the national policies and strategies related to cyber-security, violent extremism, etc.; Ability to work independently and under tight deadlines; Excellent inter-personal communication skills, including experience on facilitation of trainings/workshops and presentations; Excellent communication and written skills in English and Albanian.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
