Background:

State-owned enterprises (SOEs) in Tajikistan dominate and have significant influence on the performance of most sectors in the economy including natural resources, energy, manufacturing, telecommunications and transport. The SOE sector has been the key driver of Tajikistan’s industrial development during the past decades and will likely remain so in the near future. In this respect, improvements in the governance standards and practices of SOEs and increasing their efficiency and financial resilience will ensure their further sustainable contribution to Tajikistan’s economic development. In the industrial sector of Tajikistan’s economy, the Ministry of Industry and New Technologies of the Republic of Tajikistan (“the Ministry” hereafter) carries out monitoring, governance, financial supervision and strategic guidance of key SOEs.

It is of vital importance for the Republic of Tajikistan to strengthen competition in the economy and thus introduce modern standards and practices of corporate governance in SOEs to increase their efficiency and improve the operations. In 2021, the Office supported the Ministry in reviewing the current legal, regulatory and institutional/administrative frameworks governing the process of management of SOEs related to the industrial sector of the economy of the Republic of Tajikistan, review the existing performance monitoring framework, identify challenges and areas of improvement and develop specific recommendations and a reform road map. The SOEs Needs Assessment was approved by the MINT, which consisted of a set of recommendations on implementation of corporate governance principles and standards in SOEs. In order to implement some of the legislative and institutional reforms highlighted in the assessment, the project will continue its support to the Ministry by hiring one national expert to establish efficient mechanisms for supervising the reforms of SOEs in line with the assessment.

Objective of Assignment:

To establish efficient mechanisms for supervising the SOEs’ activity in line with the assessment, development of clear guidance on information disclosure, and liaise with key government stakeholders on the implementation of the corporate governance initiatives led by the Ministry.

Duration of Assignment:

Six months in the period from July to December 2022.

Tasks and Responsibilities:

Under the supervision of Good Governance Officer, the consultant will perform the following tasks:

Analysing recommendations set out in the SOEs needs assessment (July 2022); Establishment of efficient mechanism to supervise SOEs activity (August 2022); Development of clear guidance to SOEs on information disclosure to MINT and public (August 2022); Conducting of regular meetings with SOEs; Coordinating the implementation of the recommendations provided in the assessment, even by liaising with key government stakeholders for the efficient implementation of the recommendations; Monthly reports on the implementation status of the recommendations (by 10th of each month until December 2022); Final report on work done to OSCE POiD (by 10 December 2022);

Note: consultant will work remotely and will have regular meetings with MINT, OSCE POiD, key government stakeholders.

Deliverables:

Developed guidance to SOEs on information disclosure; Submitted mid-term and final report on work done to OSCE POiD.

Necessary Qualifications:

Advanced university degree in law, economy, public administration, the management or related field; 3-5 years of professional experience in the public or private sector, experience in state-owned enterprises, corporate governance, accountability, and monitoring is an advantage; Excellent analytical and writing skills; Excellent skills in written and spoken Tajik and/or Russian, knowledge of English is an advantage; Computer literate with practical experience using Microsoft applications; Previous experience working with international organizations would be considered an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
