How can you make a difference?

Under overall guidance and supervision of the Chief of Education, support the National Directorate for Electronic Education and Library (DNEEB) - MoEYS to produce high quality videos for distance learning programs.

TASKS & RESPONSIBILITIES:

1. Assess the 2021 work plan priorities and in consultation with the staff of DNEEB to produce high-quality and effective videos for digital learning and develop a 6-month work plan.

2.1. Support filming, video editing and production of distance learning video materials, including graphic design, info and motion graphics, 2D/ 3D animations, dubbing and subtitling, to produce high-quality distance learning programmes. Scripts will be provided by DNEEB in collaboration with necessary technical staff including UCN. The consultant will support the production of 4 - 5 episodes (20 to 30 minutes long) per month, that is a total of 12 - 15 episodes in total during the three months.

2.2. Provide on-the job capacity building support to DNEEB staff on filming, video production and editing. This includes conducting of training on the use of new equipment for video production for distance learning.

3.1. Convert the 12 - 15 episodes to radio format (mp3), editing content as appropriate.

3.2. Provide on-the job capacity building support to DNEEB staff on converting videos to radio format.

4. Prepare and develop key messages for presentations and reports on distance learning as needed.

DELIVERABLES:

1. Report with key findings and work plan priorities for video production of DNEEB (2 working days)

2. 12 - 15 episodes (45 working days for filming and editing and 4 days for training on new equipment)

3. 12 - 15 video episodes converted to radio format (8 working days)

4. Key messages for presentations and reports (4 working days)

CONTRACT DURATION: 63 working days from April - July 2021

To qualify as an advocate for every child you will have...

  • Bachelor degree in videography, graphic design or Proven expertise as a film maker, with advanced level videography and postproduction skills (including graphic design, info and motion graphics and 2D/ 3D animations), producing high-quality TV programmes.
  • Experience working with creative software packages: Adobe Creative Suite (Premiere Pro, After Effects, Photoshop, Illustrator, InDesign, Audition), Final Cut Pro, a.o.
  • Proven capacity to acquire, manage and quality control illustration and animation services from third-party providers if necessary.
  • Music/sound creation ability.
  • Excellent typography and artistic skills and attention to detail, including ability to create professional storyboards.
  • Excellent knowledge of various video codecs to finalize videos for internet upload and for broadcasting at Timor-Leste's TV stations (RTTL, GMNTV, TVE a.o.)
  • Ability to deliver timely and high-quality results under tight deadlines and follow feedback in approval sessions.
  • Excellent coordination skills, and an ability to follow instructions, work under pressure as a part of a team, or independently.
  • Excellent team building skills and ability to guide cast and crew on professional video shoots
  • Ability to work with professional broadcasting equipment
  • Language requirements: English and Tetun, excellent both orally and written
  • Experience to provide capacity building is preferable, in form of on-the job training and facilitation of internal workshops
