Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has been providing continues support to partners in Georgia to develop and implement National Action Plans for the implementation of UN Security Council Resolutions on Women, Peace and Security 1325 (2000) and its subsequent resolutions and to achieve targets of the nationalized SDG 5 and 16.

The Government of Georgia has been implementing the Women, Peace and Security (WPS) agenda since 2011, when Georgia developed its first National Action Plan for the implementation of UN Security Council resolutions on WPS (NAP 1325), followed by the second NAP 1325 for 2016-2017 and third NAP 1325 for 2018-2020 years.

After completing the third cycle of the NAP 1325 for the 2018-2020, in order to initiate the work on forth NAP 1325 for the years of 2021-2024, UN Women would like to hire the national consultant to support the Government of Georgia in its development process.

The objectives of the consultancy are as follows: To cooperate and assist the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence (CGE) in drafting the fourth cycle of the NAP 1325, and to ensure participatory NAP 1325 drafting processes engaging diverse stakeholders, CSOs, and women's groups.

Duties and Responsibilities

The duties and responsibilities of the national consultant are:

  • In cooperation with the CGE engage in consultations with line ministries / state institutions to collect inputs and comments for the new NAP 1325.
  • In cooperation with the CGE engage in consultations and collect feedback from civil society representatives, wider women's groups for developing new NAP 1325.
  • Ensure incorporation of the international guidelines, tools, and best practices on developing National Action Plans on Women, Peace and Security, as well as broad normative framework of WPS agenda, including UN Security Council Resolutions on WPS such as ?1325, 1820, 1888, 1889, 1960, 2106, 2122, 2242, 2467, and 2493.
  • Based on above-mentioned work, develop, and submit the draft of the fourth NAP 1325 to UN Women.

Deliverables:

  • Work plan with timelines in line with duties and responsibilities spelled above

(1 working day)- by 12 April 2021.

  • Based on the analysis of the previous NAP 1325 set the objectives for the development of the roadmap for new NAP 1325 development process

(2 working days) - by 14 April 2021.

  • Consultations held with line ministries/state entities

(6 working days) - by 29 April 2021.

  • Consultations held with CSOs, grassroots women

(6 working days) - by 29 April 2021.

  • Based on the analysis of the best international practices on NAP development and national standards (Government of Georgia, Decree N629), outcomes of the consultation meetings with the government agencies, as well as recommendations of the CSOs and grassroots women, develop a first draft of the NAP 1325 (

10 working days) - by 14 May 2021.

  • In cooperation with the CGE organize the meetings with the line ministries/state entities, CSOs, grassroots women to present the draft version of the new NAP 1325 and incorporate final recommendations/inputs

(5 working days) - by 21 May 2021.

  • Prepare a final version of the NAP drafted and submit it to UN Women

(3 working days) - by 25 May 2021

Required Skills and Experience

Education:

  • At least Master's degree in social and political sciences, international relations/development, human rights, gender/women's studies, or related field

Experience and competencies:

  • At least five years of working experience in the field of gender equality, discrimination, and violence against women, and/or peace and conflict
  • Prior experience in policy development and analysis, monitoring, and reporting
  • Proven experience of analytical writing skills
  • Prior experience in working with the government stakeholders on developing strategies, policies and tools, training programmes etc. will be an asset
  • Experience in working with international and donor organizations will be an asset

Language:

  • Fluency in Georgian and English

Evaluation Procedure: The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least Master's degree in social and political sciences, international relations/development, human rights, gender/women's studies, or related field
  • At least five years of working experience in the field of gender equality, discrimination, and violence against women, and/or peace and conflict.
  • Fluency in Georgian and English

Technical evaluation criteria (including minimum qualifications):

  • At least Master's degree in social and political sciences, international relations/development, human rights, gender/women's studies, or related field (max 90 points)
  • At least five years of working experience in the field of gender equality, discrimination, and violence against women, and/or peace and conflict (max 90 points)
  • Prior experience in policy development, analysis, and reporting (max 60 points)
  • Proven experience of analytical writing skills (max 40 points)
  • Prior experience in working with the government stakeholders on developing strategies, policies and tools, training programmes etc. will be an asset (max 20 points)
  • Experience in working with international and donor organizations will be an asset (max 20 points)
  • Fluency in Georgian and English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula:

S = Fmin / F * 150

S - score received on financial evaluation.

Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round.

F - financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements: The contractor will report to and work under direct supervision of the UN Women WPS Project Analyst and UN Women WPS Programme Analyst and overall guidance of UN Women Georgia Deputy Country Representative.

Financial arrangements: Deliverable 1, 2, 3, 4 (15 working days) - 45%

Deliverables 5, 6, 7 (18 working days) - 55%
