Background

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategic Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organizations, youth, UN agencies and donors, to promote gender equality and women’s empowerment.

The country gender statistical profile acts as a tool to provide timely and effective information on gender equality and women’s empowerment (GEWE) situation in line with the national and international commitments to gender equality and women’s empowerment.

The statistical profile will provide an understanding of persisting gender inequality situation of Bangladesh, it will provide quantitative information, sex-age disaggregated data, and analysis on the gender situation in the identified sectors to contribute to policy dialogues and facilitate the development of gender-sensitive development strategies. Using a gender lens, aligning with the SDG gender indicators, Sustainable Development Cooperation Framework and the 8th Five Year Plan indicators, the consultant will develop the country gender statistical profile of Bangladesh in close collaboration with the Bangladesh Bureau of Statistics (BBS), Ministry of Women and Children Affairs (MoWCA) and Ministry of Planning.

Objective and Scope of Work of the Consultant:

The overall objective of the country gender statistical profile is to collect secondary data on the existing situation on gender equality in Bangladesh and the progress made toward meeting the international, regional, and national commitments to gender equality. The statistical profile is intended to serve as primary source for evidence-driven advocacy for gender equality at national and sub-national levels.

Methodology:

The statistical profile will speak to Bangladesh’s broad socio-economic development, drivers of inequality, and indicators that measure gender equality and women’s empowerment. It will also include gender-related SDG indicators, as well as gender related indicators agreed upon in the 8th Five Year Plan (FYP). To the extent possible, the data will also provide information concerning the rights covered under the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and areas of concern from the Beijing Platform for Action (BPfA).

The country gender statistical profile will be developed based on available national statistics. In measuring the indicators and selecting data, official national statistics will be used wherever possible. On issues for which official national statistics are not available, or when national data are significantly dated, global data will be used.

The country gender statistical profile will cover data on key thematic areas such as demographic information, enabling environment for gender equality, gender and poverty, women’s leadership and voice, gender and health, gender and education, women’s economic security and rights, climate change, gender-based violence, including harmful practices and SDGs gender related indicators.

Guiding principle:

International Norms and Standards: The country gender statistical profile must be framed according to the global norms and standards on GEWE, including the 2030 Agenda for Sustainable Development and the SDGs, CEDAW, the Universal Periodic Review (UPR), the Beijing Declaration and Platform for Action (BPfA) and the outcome documents of its reviews, the Programme of Action of the International Conference on Population and Development (ICPD), relevant UN Security Council resolutions, Women, Peace, and Security (such as Resolution 1325 and 1820), Agreed Conclusions of the Commission on the Status of Women (CSW) as well as other significant commitments to GEWE made in the Addis Ababa Action Agenda, the Paris Agreement on Climate Change, the Sendai Framework for Disaster Risk Reduction, the Quito Declaration on the New Urban Agenda, Generation Equality Forum and other recent intergovernmental outcomes.

National Ownership and National Capacities: The country gender statistical profile will provide data and would contribute to strengthen national capacity to establish/improve system evidence-based monitoring of the advancement of international, regional, national, and sub-national commitments on GEWE, particularly GEWE commitments that are made in the 8th Five Year Plan.

Evidence-driven advocacy: The country gender statistical profile will support to strengthen national capacity to monitor advancement of GEEW commitments.

Duration of the Assignment:

Supervision and Performance Evaluation:

Under overall guidance of UN Women Country Representative, the selected consultant will report directly to Programme Analyst - GRG, UN Women Bangladesh

Travel and DSA:

No DSA will be paid at the duty station, Dhaka, Bangladesh or while working remotely. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UN Women and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost.

Performance Evaluation:

The consultant will work closely with Programme Analyst- GRG, UN Women Bangladesh, the supervisor will conduct a performance evaluation of the consultant at the end of the assignment under the overall guidance of UN Women Country Representative.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all
costs components required to perform the deliverables identified in the TOR, including professional fee, only and any other applicable cost to be incurred by the SSA in completing the assignment.
The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon
completion of the deliverables/outputs and as per below percentages

Evaluation Method and Criteria:
Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
1. Responsive/compliant/acceptable; and
2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the
solicitation;
Only candidates obtaining a minimum 70 mark in technical evaluation will be considered eligible for financial evaluation.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
