Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia with the generous support of the Government of Norway launched a three-year project “Good Governance for Gender Equality in Georgia (GG4GEG). The overarching goal of the project is to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. In order to contribute to the achievement of this goal, the project delivers around the following three key outcomes: Outcome 1: Gender equality and gender mainstreaming are institutionalized at the national and local levels; Outcome 2: Gender mainstreaming capacities are developed and sustained at the national and local levels; Outcome 3: More and better-quality data and analysis are available to promote and track the progress of gender equality and women’s empowerment.

Local governments have an important role to play in promoting gender equality and empowerment of women (GEWE). The local level of governance is the level closest to citizens and the decisions taken at that level have the most direct effect on their daily lives. Various instruments such as the Worldwide Declaration on Women in Local Governments adopted by the International Union of Local Authorities (IULA) in 1998 and the European Charter for Equality of Women and Men in Local Life adopted by the Council of European Municipalities and Regions (CERM) in 2006 enshrine roles and responsibilities of local governments in promoting GEWE and call on local governments to implement specific measures/activities for the promotion of GEWE building on existing international and national commitments in the area.

In 2014, the Government of Georgia  launched the  decentralization reform with an intent to increase scope of responsibilities and financial independence of local governments, The amendments were made to the Law of Georgia on Gender Equality mandating all Sakrebulos (legislative branch of the local governments) to establish municipality level gender equality councils while the Mayors/Gamgeoba heads (executive branch of the local governments) were requested to appoint gender focal points. These legislative developments laid grounds for setting up gender equality mechanisms at the local government level. As a result, municipality level gender equality councils have been set up and 57 out of 64 municipalities in Georgia have developed and adopted local level gender equality (GE) action plans.

While there has been tangible progress in the area, pertinent challenges remain. Gender equality work in municipalities remains unequivocally donor-driven and thus sporadic in nature. Local Governments Gender Equality Policy Assessment carried out by the Public Defender’s Office with the support of UN Women in 2019 further revealed that the GE action plans are formal in nature and do not adequately respond to the needs and interests of local men and women and vulnerable groups in target regions. The assessment also found that the GE action plans are often developed without due consultations with and participation from women’s CSOs and CBOs, fall short of integrating gender analysis and do not adequately reflect national-level commitments under the national action plans on GEWE such as the EVAW/DV NAP, UNSCR1325 NAP and GE NAP.

Within the framework of the GG4GEG project and in partnership with the National Association of Local Authorities of Georgia (NALAG), UN Women will support the local governments nation-wide to better undertake gender equality and mainstreaming obligations. To support this work, UN Women intends to hire a national consultant who will provide support in a) integrating gender equality instruments in the local planning and b) developing gender capacity of local governments. More specifically, in close partnership with NALAG and under the overall coordination from UN Women, the national consultant will support municipalities in drafting local level GE action plans and will further support capacity development of municipalities. The national consultant will also work with NALAG to strengthen its organizational capacity via developing NALAG gender strategy and the trainings of staff.

The work of the consultancy is expected to start in April 2020 and end in July 2022.

Duties and Responsibilities

The duties and responsibilities of the national consultant/s are:

  • To draft guidelines/instructions for the development of the local level GE action plans (drafting as well as budgeting - Among others through learning also from the pilot localization process of Women, Peace and Security Action Plan in ten municipalities of Georgia conducted in 2019 (details to be provided by UN Women). The consultant is also expected to liaise with UN Women partners working on Gender Responsive Budgeting while designing the section of the guidelines related to the costing of the GE action plans );
  • To conduct a series of capacity development trainings in partnership with NALAG for the representatives of local governments on gender equality and gender mainstreaming.
  • To support NALAG in drafting its gender equality strategy and action plan;
  • To conduct trainings for NALAG staff and partners on gender equality and gender mainstreaming;

Deliverables:

  • Progress Report 1 – covering duties, responsibilities and a number of working days pre-agreed with the UN Women Governance Programme Analyst  (submitted to UN Women by 30 August 2020);
  • Progress Report 2 – covering duties, responsibilities and a number of working days pre-agreed with the UN Women Governance Programme Analyst (submitted to UN Women by 10 December 2020);
  • Progress Report 3 – covering duties, responsibilities and a number of working days pre-agreed with the UN Women Governance Programme Analyst (submitted to UN Women by 30 June 2021);
  • Progress Report 4 – covering duties, responsibilities and a number of working days pre-agreed with the UN Women Governance Programme Analyst (submitted to UN Women by 10 December 2021);
  • Progress Report 5 – covering duties, responsibilities and a number of working days pre-agreed with the UN Women Governance Programme Analyst (submitted to UN Women by 30 June 2022).

Required Skills and Experience

Education:

  • At least MA degree in social sciences, humanities or related field;

Experience and competencies:

  • At least five years of professional experience in the field of gender equality and women’s rights
  • At least two years of working with local governments on gender equality and gender mainstreaming. 
  • At least three years of demonstrated experience in producing policy documents on gender equality and gender mainstreaming such as strategies, action plans, tools and alike; Experience in working with women’s CSOs would be a strong asset;

Language:

  • Fluency in Georgian and good knowledge of English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least MA degree in social sciences, humanities or related field;
  • At least five years of relevant professional experience in the field of gender equality and women’s rights;
  • At least two years of working with local governments on gender equality and gender mainstreaming;
  • Fluency in Georgian and good knowledge of English;

 Technical evaluation criteria (including minimum qualifications):

  • At least MA degree in social sciences, humanities or related field; (max 30 points)
  • At least five years of relevant professional experience in the field of gender equality and women’s rights; (max 100 points)
  • At least two years of working with local governments on gender equality and gender mainstreaming  (max 100 points)
  • At least three years of demonstrated experience in producing policy documents on gender equality and gender mainstreaming such as strategies, action plans, tools and alike; (max 60 points)
  • Experience in working with women’s CSOs would be a strong asset; (max 30 points)
  • Fluency in Georgian and good knowledge of English (max 30 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country Representative and Deputy Country Representative, and in collaboration and day-to-day management of UN Women GG4GEG project teams.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women Governance Programme Analyst that the services have been satisfactorily performed.

The payment per deliverable shall be calculated per number of working days captured in the progress reports/deliverables.
