Background

WHO defines 'life skills' as "a group of psychosocial competencies and interpersonal skills that help people make informed decisions, solve problems, think critically and creatively, communicate effectively, build healthy relationships, empathize with others, and cope with and manage their lives in a healthy and productive manner. Life skills may be directed toward personal actions or actions toward others, as well as toward actions to change the surrounding environment to make it conducive to health." Life skills are ones of the most crucial skills needed for all children and young people in the process of development and entering into adulthood. There is a particular demand in life skills for the most vulnerable and disadvantaged groups of children and young people who for different reasons cannot develop their skills at homes and in other settings. Being equipped with the life skills, there are more chances for vulnerable groups of children and young people to realize their human rights, to develop and thrive to the fullest potential.

In cooperation with the Republican Center of Professional Orientation and Psychological Diagnostics of Pupils under the Ministry of Public Education of Uzbekistan, UNICEF is planning to develop the Basic Life Skills Program (BLS Program) for children and young people aged 14-18 and introduce this program into the curricula of the general secondary schools and educational correction schools (closed institutions) for adolescents with difficulties in behavior. For this purpose, UNICEF is seeking the services of national consultant to provide technical expertise in developing and supporting the introduction of the BLS Program in Uzbekistan.

Purpose

The purpose of the current consultancy is to provide technical support to the Republican Center of Professional Orientation and Psychological Diagnostics of Pupils under the Ministry of Public Education of Uzbekistan in developing and introducing the Basic Life Skills Training Program for children and young people/adolescents (including vulnerable groups) in general secondary schools and Republican educational correction schools (closed schools).

Scope of work

The consultant is expected to support the UNICEF office in Uzbekistan to strengthen coordination between UNICEF and Republican Center of Professional Orientation and Psychological Diagnostics of Pupils under the Ministry of Public Education, adapt the curriculum, learning and teaching materials to the context of Uzbekistan, conduct training of trainers to enhance capacity of the school psychologists to deliver the Basic Life Skills Porgramme in secondary schools. Additionally, the consultant is expected to monitor the pilot of the programme and prepare the curriculum for accreditation by the Ministry of Public Education for further roll-out.

Description of the Assignment and Tasks:

  • Conducting training needs and capacities assessment of school psychologists and psychologists/educators of educational correctional schools (closed institutions);
  • Conduct capacity building of master trainers based on the adapted Basic Life Skills Program;
  • Monitor the roll-out of the training program in pilot schools (tasks might be adjusted in line with findings of training needs/capacities assessment)
  • Finalize the BLS Program and the Plan of Action on introducing BLS Program based on the roll-out in pilot schools.

Tasks - Deliverables - Timeframe

1. Conducting training needs and capacities assessment of school psychologists and psychologists/educators of educational correctional schools (closed institutions)

1.1. Develop a methodology for training needs/capacities assessment of school psychologists and psychologists/teachers of 2 closed institutions, including through desk review, surveys, interview and focus group discussions - Outline with the methodology of the training needs/capacities assessment - April 2021

1.2. Conduct the training needs/capacities assessment and prepare a report with findings and recommendations - Questionnaires for conducting surveys, interview and focus group discussions - April 2021

1.3. Develop a Plan of Actions for introducing the Basic Life Skills Program into general school curriculum and curriculum of Republican educational correctional institutions closed institutions - Report on the findings and recommendations of the training needs/capacities assessment; A Plan of Actions for introducing the Basic Life Skills Program - April - May 2021

2. Conduct capacity building of master trainers based on the adapted Basic Life Skills Program

2.1. Adapt existing Basic Life Skills Programs based on the findings of training needs/capacities assessment - BLS Program resources (the facilitator's handbook and students' workbook) accompanied with comparative table of initial content and introduced changes - May-June 2021

2.2. Conduct (on-line/off-line) training of trainers (TOT) on delivering the Basic Life Skills Program for the selected group of master trainers - TOT agenda, handouts and materials - August 2021

3. Monitor the roll-out of the training program in pilot schools (tasks might be adjusted in line with findings of training needs/capacities assessment)

3.1. Develop evaluation criteria of the effectiveness of the BLS Program - List of indicators, including baseline, targets and means of verification - July 2021

3.2. Monitor and guide conducting the roll out trainings on the BLS Program in pilot schools by master trainers in the Republic of Karakalpakstan and other regions - Report on monitoring the roll out of trainings - September-November 2021

3.3 Increase awareness on BLS programme and its principles among the specialists - Number of professional events, where the programme was presented PPT and briefs for on the Basic Life Skills Program - August 2021 - January 2022

4. Finalize the BLS Program and the Plan of Action on introducing BLS Program based on the roll-out in pilot schools

4.1. Adjust the BLS Program in line with findings of monitoring of the roll-out trainings - Finalized Program Resources (the facilitator's handbook and students' workbook) - December 2021-January 2022

4.2. Adjust the Plan of Actions for introducing the Basic Life Skills Program into general school curriculum and curriculum of Republican educational correctional institutions (closed institutions) in line with the findings of monitoring of the roll-out trainings - Finalized Plan of Actions and Final report - December 2021-January 2022

To qualify as an advocate for every child you will have...

  • Advanced university degree in psychology, pedagogy or other related social sciences.
  • At least 7 years of professional experience in field of psychology or pedagogy (verified by records of work experience).
  • Knowledge of child and adolescent psychology, child development and/or child rights (verified by records of work experience in carrying out at least two assignments related to child psychology and/or child rights).
  • Excellent analytical and report writing skills (verified by examination of evidence from previous assignment deliverables).
  • Experience in developing training programs, preferably for adolescents and youth (verified by records of work experience in developing at least two training programs).
  • Experience in conducting trainings/workshops, including for children (verified by records of work experiences in carrying out at least two trainings/workshops).
  • Excellent presentation and communication skills (verified by records of work experience in delivering speeches or presentations).
  • Excellent written and spoken command of Uzbek and Russian (verified by examination of previous written work and interviews).
  • Good written and spoken command in English is an asset (verified by examination of previous written work and interviews).
  • UNICEF reserves the right to hire two suitable candidates for the tasks, deliverables and conditions indicated in the current TOR in case if the selection process reveals that there is no single suitable candidate to be able to complete all the tasks and provide all the deliverables for this consultancy.

Management

The consultant will work in close collaboration with Youth and Adolescent Development Office, Child Protection Officer and Communication for Development Officer. Direct supervisors of the consultant are Youth and Adolescence Development Officer and Child Protection Officer. All interactions with national partners will be facilitated by Youth and Adolescent Development Officer, Child Protection Officer and Communication for Development Officer.

Payment

According to UNICEF policy, the final fees will be set up based on the "best value for money" principle. Total project is expected to be completed for the period of 10 months. The consultant will be paid by installments against deliverables in accordance with the payment schedule indicated below:

  • First installment: 25 % of payment upon providing deliverables related to tasks: 1.1, 1.2, 1.3.
  • Second installment: 30 % of payment upon providing deliverables related to tasks: 2.1, 2.2.
  • Third installment: 25 % of payment upon providing deliverables to tasks: 3.1, 3.2.
  • Fourth installment: 20 % of final payment upon providing deliverables to tasks: 4.1, 4.2 and final report.

Payment will be made upon satisfactory completion of the deliverables approved by the supervisor.

The candidates are requested to submit their financial offer consisting of fee for the services to be provided. Longlisted candidates will be requested to provide technical proposals.

The Individual Contractor will receive direct payment to his/her indicated bank account in Uzbek Sums based on the UN currency exchange rate. Travel expenses within Uzbekistan for the consultancy purposes (terminal expenses and local air fare) as well as DSA in Uzbekistan will be funded by UNICEF and according to its rules and procedures.

Reservations

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.
