Background

It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Albanian has made important steps in the area of gender equality and end of violence against women. The country is party to key human rights treaties, including the Convention for the Elimination of all Forms of Discrimination against Women (CEDAW) and the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) and has adopted a national legal framework to address domestic and other forms of violence against women. At the policy level, a 'National Strategy and Action Plan on Gender Equality 2016-2020' (NSGE 2016-2020) was adopted in 2016, which includes a specific objective related to reduction of gender-based and domestic violence.

In Albania, UN Women provides technical assistance to national partners (governmental and non-governmental institutions) on the implementation of existing international and national commitments to women's rights and gender equality. Currently, a UN Joint Programme 'Ending Violence against Women' (UNJP on EVAW) funded by Government of Sweden is being implemented by UNDP, UN Women and UNFPA in partnership with Albanian Government. The

Joint Programme is in line with Output 2.5 of the UN's Programme of Cooperation for Sustainable Development (PoCSD) with the Government of Albania (GoA) and aims at: (i) strengthening the normative and accountability framework related to gender-based violence; (ii) improving institutional practices, services and coordination for survivors of violence; and (iii) challenging norms pertaining to violence against women at the state, community and individual levels. These results aim at bringing institutional and behavioral change in preventing and responding to gender-based violence, thereby contributing to freeing women and girls from all forms of violence and from the threat of such violence.

An important component of the programme is increasing the confidence of women and girls to report violence to relevant authorities. Despite some progress over the years, violence against women remains largely unreported. Disclosure is especially rare in public spaces, including public administration. A study from 2017 on sexual harassment in public administration indicates that about 58% consider this phenomenon with low incidence, while only 15% consider it as being present in the public administration. Additionally, only 8% of those surveyed admitted of being sexually harassed in their workplace in public administration.(1*)

Over the years, UN Women has made efforts to address the issue of sexual harassment in public administration, especially among the Police forces. In the context of UN Support to the Albanian Government to implement the UN Security Council Resolution on Women, Peace and Security (UN SCR 1325), the Albanian State Police (ASP) adopted in 2014 a Policy against Harassment, including Sexual Harassment (the Policy). Recently, with the UN Women support, ASP conducted a monitoring process of the implementation of the Policy to assess its relevance, efficiency and impact. Following the monitoring process, a revision of the Policy took place with the aim of addressing some of the identified gaps. The new draft Policy, which is expected to be approved soon, includes clear definitions of various forms of harassment, detailed procedures of complaints and reversed burden of proof in cases of harassment, in accordance with international standards.

In addition, UN Women has been supporting the ASP through a number of trainings to increase its staff capacities to identify, prevent, investigate and take disciplinary measures against harassment and sexual harassment in State Police. In this context, additional trainings are necessary to inform the existing and new members of the Police force about the Policy's requirements as well as its important recent amendments. Furthermore, the ASP is planning also to establish an e-Learning online training module on this topic, which will be mandatory for all new and existing members of the Police force.

This process is particularly relevant in the context of the adoption of the Albanian National Action Plan on the Implementation of the UN SCR 1325, which includes as one of its measures the strengthening of professional capacities of the State Police for a gender perspective in policing, with a focus on sexual harassment.

In this context, UN Women is planning to recruit a National Consultant who will support to build the capacities of the State Police to implement the Policy and develop an e-learning module on the elimination of harassment in the workplace among the Police forces.

Duties and Responsibilities

Under the overall supervision of the UN Women Project Manager on EVAW and in coordination with ASP, the consultant will be requested to provide: I- Technical assistance and training services to the Albanian State Police to address harassment, including sexual harassment in the workplace as well as other topics related to elimination of gender-based violence. The consultant will be responsible for the following duties:

  • Organize meetings, information sessions and other awareness raising activities with key leaders of the Albanian State Police and Ministry of Interior to inform them about the requirements of the Policy against Harassment and Sexual Harassment for supervisors at all levels;
  • In collaboration with ASP, organize trainings and other capacity building activities, including mentoring and coaching of Police forces and members of the Albanian Police Academy on the various forms of harassment in the workplace, prevention measures, as well as the procedures for handling cases of harassment as provided in the Policy;
  • Any other support that may be requested by the ASP related to the implementation of the Policy and elimination of gender-based violence.

II - Develop an e-Learning Module on the Prevention of Harassment among the Police Force and requirements of the Policy against Harassment and Sexual Harassment. The Objective of the Module will be to increase the knowledge and understanding of Police forces at all levels on what constitutes harassment, including sexual harassment in the workplace and relevant measures for prevention, protection, complaint procedures and relevant disciplinary measures when these acts take place. In this context, the consultant will be requested to:

  • Develop the script of the e-Learning module, which must include as a minimum: the title, introduction, learning objectives, learning sections, theoretical framework/content, special cases (examples, good practices, case studies, etc.), relevant statistics and data, final evaluation (in the form of a 5 or 10-question multiple choice quiz), and additional resources (PDFs of reference documents and additional reading, videos, audio);
  • Providing suggestions for on-screen presentation of content, including concepts to highlight, pictures or videos, and interactive activities;
  • Providing support after the validation of the script by the ASP and be available for consultation to ensure the smooth transposition of the script into the technical interface. Although the consultant is not expected to undertake technical work developing the online module (software), which will be commissioned to a separate consulting firm, availability to liaise with the technical team to ensure effectiveness of the process is required.

The E-leaning module should be:

  • Self-guided, with the ability to learn at one's own pace;
  • Explains core concepts in a simple way, based on the concepts and procedures included in the Policy;
  • Include examples and case studies that enhance learning and likelihood of course completion, such as gamification, video content, appealing graphics and user-friendly language and interface;
  • Able to be periodically updated to keep pace with developments in the area of prevention of harassment in the workplace;
  • Able to measure participant learning and success through self-evaluation, such as quizzes or pre- and post-tests.

Expected Deliverables and Timeframe:

  • Outline of technical support and capacity building activities for the ASP on the implementation of the Policy as well as the development and testing of the e-Learning module. (two weeks from the signing of the contract- 2 working days)
  • Reports on meetings, trainings and capacity building activities organized in collaboration with the ASP. (to be completed within the duration of the contract - 25 working days)
  • Draft script of the E-learning online module on Volunteerism and Gender Equality (to be completed within six weeks from the signing of the contract - 25 working days)
  • Final script of the online module, to be submitted within three weeks of receiving the consolidated comments-3 working days;
  • Module related support to the technical team responsible for the software interface- 5 working days

  • Previous experience with UN system or similar international organisations would be an advantage.

Schedule of Payments: Payment will be made as per the payment schedule in the contract upon (i) satisfactory completion of tasks; (ii) provision of deliverables specified in the ToRs; (iv) submission of the certification of payment.

Evaluation of applicants: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The calculation formula applied is as follow: p = 30 (µ/z); where: p = points for the financial proposal being evaluated; µ = price of the lowest priced proposal; z = price of the proposal being evaluated.
