The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country's ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina's governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH. The OSCE Mission to Bosnia and Herzegovina is supporting 20 Coalitions against Hate across the country since 2013. One if those, Coalition against Hate Teocak, has been an active informal group of CSOs and individuals from five neighboring municipalities in both RS and FBiH. The CaH carries out a number of activities each year, supported by the OSCE Mission to BiH, other international agencies, and by local institutions or diaspora. Quality communication and co-operation between CaH and local authorities led to adoption of the first Community Cohesion Action Plan (CCAP) by the Teocak Municipality in 2019. Implementation of the CCAP is ongoing and it has exceeded goals that were set. The CaH has been proactive in monitoring the trends and developments in its local communities and proposing interventions where the need arises. . Such need has been recognized by monitoring interactions on locally administered online platforms, where certain events sparked online discussions that contained suspected offensive and hate speech. Local activists assessed that they should in future take a proactive stand concerning such negative developments. Therefore, the Mission is seeking to hire an External Consultant to design and deliver tailored workshop to CSOs representatives on countering online speech that will result with appropriate set of actions developed by the local stakeholders in Teocak. Through the workshop, participants will be acquainted with, but not limited to hate speech definitions, hate speech context in BiH, BiH legal framework regarding online public space and hate speech. This should be done using presentations, case studies and practical exercises. Total number of participants will not exceed 40. Objective Developing capacity of members of civil society from Teocak and neighboring municipalities to effectively respond to occurrences of hate speech on online platforms, and minimize the negative effects on local communities. Tasks and Responsibilities Should you be selected for the position, you will perform the following tasks: 1. Conducting pre-workshop assessment of participants on their knowledge of online hate speech; 2. Designing the workshop in line with specifics of environment in Bosnia and Herzegovina and together with material submit to the Mission for approval; 3. Upon approval of the workshop concept and material, delivering two half-day workshop sessions for up to up to 40 participants (members of the civil society from Teocak and neighbouring municipalities, designated by the Mission); 4. Conducting post-workshop assessment of the participants on their knowledge on countering hate speech on online platforms; 5. Producing a Final Report on the delivered workshop. Concerning the COVID-19 related health precaution measures, you will deliver tasks remotely, via online communication platform provided by the Mission. You will be expected to actively facilitate discussions to ensure that the participants grasp the core of the session, are able to comprehend how it fits in the framework of their work and can apply the acquired knowledge to practical situations. It is expected that the workshop is designed to cover both theory and practice, adjusted for adult learning. Gender perspective is to be specifically addressed throughout the workshop.
