Background:

In order to ensure the accelerated socio-economic development of the regions of the Kyrgyz Republic with an aim to improve the welfare and quality of life of the population through support for the development of key territories, the Concept of the Regional Policy of the Kyrgyz Republic for the period 2018-2022 was adopted by Decree of the Government of the Kyrgyz Republic dated March 31, 2017 No. 194. In 2022, this strategic document expires and the task is to develop a new strategic document for the medium term.

As part of the National Development Programme of the Kyrgyz Republic until 2026, approved by the Decree of the Cabinet of Ministers of the Kyrgyz Republic dated December 25, 2021 No. 352, it is planned to update the Concept of the Regional Policy of the Kyrgyz Republic for 2018-2022. A draft Decree of the President of the Kyrgyz Republic “On further measures to improve the administrative-territorial organization and development of the regions of the Kyrgyz Republic” has been prepared, which is currently being reviewed/ agreed with government agencies.

The Cabinet of Ministers of the Kyrgyz Republic, represented by the Ministry of Economy and Commerce of the Kyrgyz Republic, has begun, with the support of development partners, to develop a package of medium-term documents related to the regional development of the country (including the Concept of regional development and the Roadmap for its implementation).

Objective of Assignment:

OSCE Program Office in Bishkek will contract one consultant to develop a new version of the Concept of the Regional Policy of the Kyrgyz Republic for 2023-2027.

Tasks and Responsibilities:

Under the overall supervision of the Programme Manager, the successful candidate will be tasked with the following duties:

Prepare Work Plan for the development of the Concept of regional development for period 2023-2027; Analyze and determine the reasons for the achievement / non-achievement of objectives and tasks set in the Concept of regional policy of the Kyrgyz Republic for 2018-2022; Conduct analysis of socio-economic situation of regions in 2017-2022; Identify systemic (endemic) problems in regional planning, including issues related to the development and interconnection of regional social and economic development programs and sectoral development programs; Conduct analysis and prepare proposals on the model of regional development of the territories; Develop the Concept of regional development of the Kyrgyz Republic for 2023-2027.


Deliverables:

As a result of the fulfillment of the above mentioned tasks, the consultant should submit the following documents to the Ministry of Economy and Commerce of the Kyrgyz Republic and POiB:

Work plan for the development of the Concept of regional development for the period 2023-2027; Analytical review of the implementation of the Concept of the regional policy of the Kyrgyz Republic for the period 2018-2022, including institutional problems of regional development; The results of the social and economic situation of the regions of the Kyrgyz Republic in 2017-2022; Proposals on the model of regional development of the territories; Draft Concept of the regional policy of the Kyrgyz Republic for 2023-2027.

Necessary Qualifications:

University degree in social sciences, public administration, human resource management or other relevant fields; At least 3 years of professional experience providing advisory services in the area of public administration, public (municipal) services delivery, policymaking or other related fields both at local and central (national) levels; Diverse experience comprising work experience in government bodies or parliaments, experience of developing legal and methodological documents, experience of writing analytical notes is desirable; Professional fluency in Russian language, both oral and written; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
