Background

Effective social protection policy as defined by UN Social Protection Floor Initiative ensures access to a set of nationally defined policies and programmes that provide equitable access to all people and protect them throughout their lives against poverty and risks to their livelihoods and well-being.

In the life of every individual and a family, situations may arise that affect their ability to participate in the socio-economic life in the equal basis with majority of population, their financial situation. These situations include pregnancy, the birth and upbringing of a child, loss of work, illness, disability, occupational injury, death of the breadwinner, old age. Adequate cash transfers, social care and health services for all who face such situations and need support, will reduce and prevent

poverty; enable access to nutrition, prevent school drop-out and reduce child labour; promote inclusion and dignity of particularly disadvantaged groups such as persons with disabilities.

The social protection system should meet rights s of every citizen, vulnerable groups of the population, and contribute to building an inclusive and equal society in the conditions of a dynamically developing Uzbekistan.

UNICEF, ILO and UNDP have come together to leverage the collective experience and potential of the UN system to support the Government of Uzbekistan in creating a comprehensive social protection system that is accessible to all people in Uzbekistan throughout their lives, thus contributing to more inclusive economic growth, poverty reduction and human capital development with accelerated achievement of the Sustainable Development Goals.

Main directions of the Joint Programme:

  • Development of a national strategy for social protection of the population in Uzbekistan
  • Support in establishing of a mechanism for effective interagency interaction in providing effective and efficient social protection to the population
  • Introduction of innovative approaches in providing comprehensive social protection to persons with disabilities

Objectives

The objective of this individual consultancy to support the office in implementation of the UN Joint Programme on Strengthening Social Protection in Uzbekistan through performing communication and advocacy duties for the Programme during the absence of the Communication Officer.

Timeline & Deliverables

The consultant will concentrate his/her work on the following key communication and advocacy activities:

  • Communication and advocacy support to: 1) Testing of social services based on case management; 2) Enhancing of the Single Registry of Social Protection
  • Organization and coverage of the International Conference on Social Protection
  • Development and production of visual materials (video, infographics, etc.) and media coverage of conducted events

Deliverables:

  • Press-releases and human interest stories drafted
  • Media coverage of the events is provided, including development of video materials
  • Visual materials are produced
  • Events are organized and covered (lists developed, invitations sent, documents prepared, releases drafted, media invited, media clipping performed)
  • All other tasks aligned with the 2021 Advocacy Plan are performed.

Management

The consultant is expected to undertake all the necessary activities related to the implementation of this assignment. He or she will work under direct supervision of the Programme Manager, and in cooperation with the Communication Section of UNICEF and the wider team of the UN Joint Programme.

Resource requirements and payments

Payment will be made on monthly basis.

To qualify as an advocate for every child you will have...

  • Bachelor's (preferably Master's) Degree in Journalism, Mass Media, Communications Public Policy or other related disciplines
  • At least two years of experience in public relations, communications, event management, print and broadcast media
  • Contextual knowledge of government structure and social protection system in Uzbekistan is an asset
  • Experience working with the UN agencies is an asset
  • Excellent written and oral communications skills in English, Russian and Uzbek

Procedures and Working Conditions

The consultancy is based in Tashkent (Uzbekistan) for the time of implementing the assignment.

Travel arrangements and the costs associated will be covered by the UNICEF.

The outputs produced by the consultant remain under proprietary rights of UNICEF and neither them nor their parts can be reproduced, shared or used in any other way without a written permission from UNICEF.

Reservations:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

UNICEF undertakes no liability for taxes, duty or other contribution payable by the consultant on payments made under this contract.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
