Background

The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system and following recently adopted legislation, allowing selected international organisations to provide procurement support services, the Ministry of Health of Ukraine has requested the UNDP to support the procurement and distribution of a number of State Programme medicines and other medical products in 2016 as an emergency measure. Further to this, UNDP has signed another agreement with the Ministry of Health for a number of 2019 State Programme medicines and other medical products.

UNDP in Ukraine is fully committed to help with resolving the immediate crisis and to support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability. 

Since 2015 UNDP implements the aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, UNDP plans to (i) procure medicines and medical products for the National Public Health Programmes for 2016 and ongoing years as needed, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products.

Besides, the HIV epidemic continues to increase in Ukraine, especially among key populations at higher risk of HIV. As per UNAIDS division of labour, UNDP continues cooperation with city administrations (including Fast Track cities), law enforcement representatives and judges to reduce stigma and discrimination towards people living with HIV and people affected by TB as well as LGBTI representatives in order to support the government in achievement 90-90-90 targets and Sustainable Development Goals.

To this end UNDP seeks a national consultant to provide expertise and support on effective implementation of the programme’s goals and objectives related to the ongoing healthcare reform, capacity building of the government in public procurement of medicine, sustainable healthcare and HIV and TB response on the local and national level.

Duties and Responsibilities

2. MAIN OBJECTIVES OF THE ASSIGNMENT

The main objective of the assignment is to support HIV and Health related activities of the UNDP Health and Transparancy Programme in connection with SDGs agenda and UNDP mandate. Specifically, the incumbent will assist towards the effective and efficient implementation of the UNDP “Health and Transparency programme” with providing national expertise on effective and efficient implementation of the programme components, specifically (a) strengthening the capacity of the Ministry of Health and State-Owned Enterprise “Medical Procurement of Ukraine” to ensure transparency, accountability and effectiveness of the public procurement of medicines and other medical products, (b) sustainable procurement and (c) effective HIV/AIDS and TB response. S/he will also engage closely with other UN agencies, specifically UNAIDS and WHO, UNICEF

 

3. DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

In order to achieve the overall goal of the assignment, the consultant is expected to:

  • Contribute to the annual reporting and planning, provide background information and assist in the drafting of concept notes, budgeting, logical frameworks, or other project design related to health and HIV/TB issues;
  • Contribute to organisation of events linked to the Programme goals and objectives;
  • Provide logistics and other necessary support to the mission of GF-HIST to Ukraine;
  • Prepare interim and final reports/briefs, article for the corporate social media and contribute to the interim UNDP reports;
  • Provide inputs and comments to the drafted and/or developed materials or reports;
  • Prepare PowerPoint presentations for events should a need be;
  • Advise on interlinking the “Health and Transparency Programme” activities with national and local Public Health Centers, MOH and relevant NGOs/CSOs plans (when applicable);
  • Participate in the programme activities (meetings, round tables, conferences, other public activities) preparation, implementation, follow up and reporting;
  • Attend local events on behalf of UNDP, cooperate with other UN agencies on health and HIV/TB-related issues at the national and local levels;

4. DELIVERABLES

The expected duration of the assignment is up to 3 months. The target date for the start of work is 1 February 2020. Due to routine nature of the given assignment, the Consultant would be required to regularly coordinate the list of short and medium-term plans/deliverables with Health Programme Specialist and Chief Technical Advisor and proceed with implementation.

5. COPYRIGHT

The Intermediate and Final reports should be submitted in English. The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TORs will be vested exclusively in UNDP.

 

6. MONITORING/REPORTING REQUIREMENTS

Work-progress reporting/monitoring meetings will be held with the National Consultant on a regular basis. UNDP will be responsible for all quality control and evaluation of work-progress of the performance of National Consultant. No reports or documents should be published or distributed to the third parties without prior approval of the UNDP.

 

7. PROPOSED PAYMENT

Daily fee remuneration will be disbursed on a monthly basis upon satisfactory delivery of agreed services based on time-sheets indicating the days worked and short details of tasks completed per week approved by Health Programme Specialist and Chief Technical Advisor.

The consultant shall be responsible for managing the process of the work implementation, its resources, logistics and expenditures related to the tasks in timely and accurate manner.

9. EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Minimum qualifications and experience:

Education:

  • At least Master’s degree or equivalent in Public Health, Health Policy, Health Economics and/or other relevant area.

    Experience: 

  • At least 2 years of relevant work experience and proven track record in health and development areas;

  • Previous experience of work in UN would be an advantage;

  • Experience in carrying out analytical work, preparing brief, reporting and contributing to reports is required;

  • Experience in reform (preferably health sector), advisory and advocacy services, and capacity development;

  • Fluency in Ukrainian, Russian and English.

At least Master’s degree or equivalent in Public Health, Health Policy, Health Economics and/or other relevant area.

Experience: 

At least 2 years of relevant work experience and proven track record in health and development areas;

Previous experience of work in UN would be an advantage;

12. EVALUATION METHOD:

Lowest price and technically compliant offer

Contract award shall be made to the incumbent whose offer has been evaluated and determined as both:

a) responsive/compliant/acceptable (fully meeting the TOR provided), and

b) offering the lowest price/cost.

 

Travel

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
