Back National Consultant on Healthcare (SSA)

Background:

The OSCE Mission to Moldova is looking for three (3) NATIONAL CONSULTANTS ON HEALTHCARE from the left bank of the Dniester/Nistru River to provide consultations to Transdniestrian residents on access to healthcare services on the right bank.
Throughout 2020 and 2021, the Mission identified a lack of comprehensive information for Transdniestrian residents on healthcare services available on the right bank. This was outlined in the healthcare report commissioned by the Mission in 2020, and by lawyers engaged by the Mission on documentation issues. The COVID-19 pandemic further deepened this need, as more obstacles in accessing the Moldovan healthcare system emerged.
For this purpose, throughout a five-month period in 2022, the Mission provided 139 consultations for Transdniestrian residents on the possibilities to benefit from healthcare services on the right bank. Based on the results and identified needs during the piloting, the Mission will continue this activity in 2023 and engage three left-bank consultants on healthcare issues in three different cities across Transdniestria. One right-bank consultant will provide necessary mentoring and support to the left-bank consultants. Consultations will be offered through relevant civil society organizations, which the consultants are engaged with. The consultants will deliver monthly reports and one final report, summing up the main issues raised by Transdniestrian residents during consultations. These issues will then be further addressed with the Moldovan authorities in 2024, jointly with the right-bank and left-bank healthcare consultants.
For this purpose, the Mission needs to contract three (3) experienced left-bank Local Consultants to provide free-of-charge consultations on healthcare issues to residents in Transdniestria.

Necessary Qualifications:

Be member of a civil society organization in Transdniestria dealing with healthcare issues;

Have at least 1 year experience in dealing with healthcare issues in Transdniestria;

Have at least 1 year experience in providing assistance to the residents of Transdniestria;

Knowledge of healthcare issues on both banks of Dniester/Nistru;

Fluency in Russian language;

Ability to draft reports;

Gender-sensitive approach towards the assigned tasks;

Very dedicated to work undertaken;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
