Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Within the OCEEA, the Economic Governance Unit (EGU) works to bolster economic co-operation and good governance throughout the OSCE region by promoting the principles of good governance and by supporting participating States in narrowing socio-economic disparities, developing effective migration policies and combating corruption and money laundering.

Tasks and Responsibilities:

The OCEEA-EGU has launched the E-MINDFUL project (Enhancing European MIgration Narrative to Develop Further Union’s Long-term actions) that aims to provide guidance on how to leverage balanced and fact-based communication on migration to foster social cohesion, de-polarize the public perception of migrants and prevent further divisions and instability in hosting societies. The project – co-funded by DG HOME and implemented in partnership with the ILO and the Observatory on Public Attitudes on Migration at the European University Institute (OPAM/EUI) - will involve countries in the EU and in the Western Balkans (Austria, Bosnia-Herzegovina, Germany, Italy, North Macedonia and Serbia).

To ensure full participation and engagement of relevant authorities in the countries involved, and maximize ownership of the Project activities, objectives and outcomes, National Focal Points (NFPs) from key national institutions will act as liaison officers for the Project partners. NPF for Italy will serve as entry point for all the information concerning the Project implementation and will maintain a constant communication flow with the most suitable institutional setting at national level (Italian Ministry of Labour), while harnessing opportunities to provide the Project with visibility. NFP will also interact with OCEEA with reference to co-funding made available by national authorities and its management vis-à-vis the Contribution Agreement(s) or other tools for financial contribution.

Under the coordinating role of the Economic Affairs Officer / Senior Project Manager (SPM) of the Project and the overall supervision of the Project Steering Committee (PSC), the National Focal Point for Italy will be tasked with:

Acting as entry point for all the information concerning the Project implementation and maintain a constant communication flow with the most suitable institutional setting at national level, particularly with reference to the financial contribution from the Italian Ministry of Labour and the related Contribution Agreement; Assisting in the management of the financial contribution in line with the administrative rules and regulations provided by the Italian legislation; Assisting in the elaboration of the mid-term and final financial and narrative reports of the activities envisaged under the Contribution Agreement with the Italian Ministry of Labour, in English and Italian; Providing inputs, on project reports and other deliverables, in order to fully reflect contributions from national institutional settings; Any other task related to ensure participation and ownership of the Project objectives, activities and outcomes from the relevant institutional setting at national level.

Necessary Qualifications:

University graduation in accounting, economics, finance, business administration and similar; At least five years of work experience in accounting, financial administration and oversight, particularly with public institutional settings in Italy; advantageous experience with financial contributions from the Ministry of Labour in the field of migrants’ integration; Experience in financial and narrative reporting of projects; advantageous if in the field of migrants’ integration; Excellent communication and reporting skills; Working with international organisations and/or high political institutions advantageous; Fluency in English and in Italian is mandatory.


Remuneration:

The daily fee of EUR 350 for up to 60 working days over 10 months assignment for a total of EUR 21,000, based at the Italian Ministry of Labour, including travels and in-person participation to meetings if circumstances allow

The total fee of EUR 21,000 (350 EUR/day) will be paid in instalments as follows:

Advance payment of 3,000 EUR upon signature of the contract; Interim payment of 9,000 EUR to be paid upon approval from the PSC of the mid-term report of the Project (September/October 2022); Final payment of 9,000 EUR to be paid upon approval from the PSC of the Final report of the Project (May 2023).
