1. Purpose of the Position and Organizational Context

A large number of mass gathering (MG) events have been affected by the current pandemic of COVID-19 because of their association with a potential risk of amplification of transmission of SARS-CoV-2. WHO aims at implementing case studies at the global level in order to document mass gathering events occurring during the COVID-19 pandemic, extract information, draw lessons learnt, and further refine recommendations and guidance for future events.

Elections can be associated with events that can potentially contribute to spreading SARS-CoV-2, the virus responsible for COVID-19, notably in the case of mass gatherings. WHO has issued recommendations including guidance and risk assessment tools that provide advice on the evidence-based decision-making process that should be applied to a mass gathering, with the aim of reducing risk associated with COVID-19 transmission. These general recommendations should also be applied to a diverse range of events related to elections.

In Ukraine WHO and Health Cluster aim to conduct a case study to analyse the impact of COVID-19 on decision making related to the planning of local and municipal elections that took place across Ukraine between 25 October 2020 and 22 November 2020.

The study aims to analyse the impact of COVID-19 on decision making related to the planning of the local and municipal elections in Ukraine (including the process leading to the assessment of risk and to the identification of precautionary measures, the modalities of implementation of the latter, their acceptance by the public and their impact on preventing the spread of the virus, and the risk communication strategy adopted. The study aims also to identify best practices and, if existing, new capacities, policies, or training as part of the MG preparedness and response planning implemented by organisers.

Informants will be identified among different typologies of responders (e.g., government authorities and staff, electoral officials, civil society, health experts) in different locations within Ukraine. Questions will be tailored according to the type of informants. Data collection will follow the attached "successes and gaps" case study template, that will be adapted to the context. This information will be used by WHO to develop or refine guidance on mass gatherings

2. Description of duties

Key objectives and deliverables:

• Coordinate data collection and monitoring activities in the Health Cluster lead project 'Case Study Elections in Ukraine 2020 and COVID-19 related precautionary measures impact' and on other mass gathering events happening in Ukraine related to HC activities
• Conduct at least 20 interviews with involved stakeholders in 'Case Study Elections in Ukraine 2020 and COVID-19 related precautionary measures impact
• Produce at least 20 interviews briefing notes from involved stakeholders
• Support drafting of preliminary report on MG Case Study based on the results obtained by the conducted interviews

3. Recruitment Profile

Functional Knowledge and Skills

• In-depth knowledge of qualitative research methods.
• Good facilitating, negotiating, communication and advocacy skills
• Strong inter-personal, teamwork and organizational skills
• Experience working with multi partnership with diverse background.
• Ability to work with a team and deliver output within agreed deadline;
• Strong interpersonal skills, ability to work independently without supervision;
• Demonstrated ability to manage collaborations between multiple organizations;
• Good analytical and report writing skills;
• Proven experience in producing high-quality documents ready for external dissemination
• Excellent analytical and writing capacity in English, Russian, Ukrainian.
• Competent in interfacing qualitative analyses with quantitative data

Education Qualifications

Essential

First degree in social sciences (including anthropology), medicine, political science, public health

Experience

• At least 2 years of recent documented work experience in conducting qualitative and social research
• Experience with community engagement and institutions
• Demonstrated working experience in participatory approaches, formative, operational social research, data management and analyses.
• Extensive experience of conducting social research applied study and experience of designing evaluation methodology/tools, data analysis,

Required

Fluency in Ukrainian, working proficiency in English and Russian is required.

2 months (2 May - 31 June 2021)

WHO Country office Ukraine, Kyiv.

In-country travels might be expected to ensure the delivery of the deliverables

6. Remuneration

Remuneration is based on classified requirements of the Terms of Reference of the Individual Consultant Contract with related academic and professional experience applied for the grade in accordance with WHO's national consultant's pay band ranges.
