Result of Service

At the end of the assignment, the consultant should submit an analytical report that summarizes the survey in Tunisia, difficulties faced, and results obtained that highlight the factors hindering hiring persons with disabilities in the labour market in Tunisia and including recommendations for better inclusion.

Duties and

Responsibilities

Under the guidance of and in cooperation with an international consultant, the national consultant will be responsible of the following tasks:

  • Discuss and contribute to the methodology of the survey developed by the international consultant, taking into account the Tunisian specificities and agree on the outline and the scope;
  • Contribute to the questionnaire design to be used in the survey as well as in the interviews, and possibly in focus group discussions taking into account the Tunisian specificities;
  • Take a key role in identifying the targeted employers in both public and private sectors in Tunisia, possibly building on previously conducted establishment surveys, engage them in the survey and ensure comprehensive response in coordination with the international consultant and in consultation with ESCWA and the ILO;
  • Contribute to identifying an appropriate sampling methodology that reflects type and size of enterprises in coordination with the international consultant, ESCWA and ILO;
  • Carry out the pre-test of the survey in Tunisia and refine/adjust the questionnaire and the survey procedure, in coordination with the international consultant and in consultation with ESCWA and ILO;
  • Set up and conduct relevant interviews in Tunisia in coordination with the international consultant, and in consultation with ESCWA and ILO;
  • Under the guidance of the international consultant, Liaise with relevant Ministries, National Disability Councils, private sector institutions, syndicates, chambers of commerce, employers' federations and other stakeholders in close coordination with ESCWA and ILO;
  • Work closely with the international consultant in solving challenges/ problems that might emerge during conducting the survey in Tunisia;
  • Analyze the results of the survey in Tunisia in coordination with the international consultant, and in consultation with ESCWA and ILO;
  • Draft a summary report of the survey in Tunisia, outlining the key factors hindering the hiring persons with disabilities, and the needed support from the public and private employers to recruit persons with disabilities, including the recommendations for better inclusion;
  • Present the results of the survey in national stakeholder workshops as required;
  • Receive comments from national stakeholders, ILO and ESCWA and incorporate changes as appropriate;
  • Draft policy recommendations for Tunisia to improve/ establish new approaches and measures that can effectively support the employment of persons with disabilities in public and private sectors and that can be embedded in the national employment policies;
  • Provide subsequent drafts of the summary report and recommendations if necessary.

Qualifications/special skills

Academic Qualifications: Advanced university degree in Social Science, economics, Statistics, mathematics or other related areas.

Experience: A minimum of five years of responsible experience in statistics, sampling strategies, surveys and policy analysis is required. Knowledge of labour market analysis and social inclusion is desirable. Relevant experience in the Arab region is highly desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English and Arabic is required.
