In 2020, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, Phase 2 jointly financed by the Government of Switzerland and Sweden. The overall goal of the second Project phase is to improve the quality of life of the citizens of Bosnia and Herzegovina through empowered, gender responsive local communities (MZs) that facilitate active citizen engagement in public life, stand for people-centered performance of local governments and catalyze democratic transformation at the local level.

The key Project stakeholders are the following 41 LGs: Banja Luka, Bihac, Bijeljina, Brcko distrikt, Breza, Centar Sarajevo, Citluk, Doboj, Goražde, Gracanica, Gradacac, Gradiška, Ilijaš, Jablanica, Kljuc, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Maglaj, Modrica, Mrkonjic Grad, Nevesinje, Olovo, Pale FBiH, Petrovo, Rogatica, Rudo, Sanski Most, Tešanj, Teslic, Trebinje, Trnovo, Višegrad, Visoko, Vitez, Vlasenica, Vogošca, Zavidovici, Zenica, Žepce.

The Project’s Outcome 1 (Local governments create a conducive environment that enables pro-active engagement of MZs in decision-making and community-led local development) and its Output 1.3. (Partner LG teams and MZs have acquired adequate technical capacities, tools and skills to effectively steer community-led gender-responsive local development) foresee provision of training assistance to MZs representative in order to advance their skills and capacities that will enable their active community engagament and interaction with citizens. One of the areas for skills development in which the MZ representatives have the opportunity to grow and gain new knowledge is information and communication technologies. Besides basic MS Office training the MZ representatives are offered training on digital skills and social networks that will assist MZs to open up various on-line channels of communication with its citizens. Ultimately this is expected to create a more conducive enviroment for citizens to take a more active parti in their local community development.

Training on Use of Technologies for Socially Constructive Purposes in Local Communities was developed back in 2021 and delivered to a group of MZ practitioners from 41 partner LGs. In line with this background, under this TOR the Project intends to hire a Consultant to deliver Training Programme on Use of Technologies for Socially Constructive Purposes in Local Communities/MZs, to representatives of 199 MZs.


Duties and Responsibilities

This training programme will provide participants with practical hands-on innovative approaches in relation to information communication technologies (ICT) and social media skills. At the end of the training, participants will become familiar with using basic ICT tools, techniques and skills to more effectively connect, engage and interact with citizens in local communities, including the most vulnerable.

This consultancy will offer practical knowledge to representatives of 199 partner MZs within 41 partner local governments.

The Consultant is expected to deliver a one-day practical training programme for target participants, which aims to present the wide set of innovative approaches and ICT tools at disposal to MZs and local governments and citizens for mutual communication. The training programme will also provide practical guidance and examples on how to become more socially constructive and responsive, how to build a culture of trust and constructive dialogue in an online world, and how to use ICTs as a tool for outreaching, engaging and motivating citizens to take part in public life in the most effective and engaging manner. Ultimately, the training programme will also enable sharing success stories from other localities and partners from the 1st Project Phase

To that end, the Consultant will deliver a one-day interactive training program, combining theoretical knowledge with exercising and role-play opportunities for participants. The training will utilize existing examples, as well as offer a best example from global practice and discussing their potential application to the local context.

Task 1: Review and adjustment of training materials

Under this task the Consultant will review the training materials for the use of technologies for socially constructive purposes in local communities and adjust it to the needs of participants. As part of the task the Consultant will go through the following available materials:

Task 2: Delivery of a one-day online training program, with supporting materials and presentations

The training will encompass the following building blocks:

1. Citizen engagement - what it is and why it matters: this block examines the theoretical principles of citizen engagement and participation in decision-making, and how it can lead to better development results, community actions or better services. The training will provide basic definitions of citizen engagement, as well as related concepts such as transparency, accountability, responsiveness and inclusiveness.

2. Formulating and conveying messages and information to the citizens and specific target groups: this block will enable practical work on shaping up messages to engage/invite citizens to take part in various public actions, mobilise wide participation in decision-making through existing ICTs (social media and web platforms or other systems that could be easily integrated or introduced at MZ level) by ensuring that constructive feedback on quality of service delivery provided by citizens is reflected upon and taken into consideration by the local governments and local communities.

3. E-governance with the focus on e-services: this block will provide basic information on the e-governance concept and e-services which offers the possibilities of improving internal productivity, functional efficiency, communications and access to information through ICT application instead of traditional delivering services in person. With e-services, (local) governments can deliver information or services to citizens in anytime and anywhere through different applications or platforms. In addition, this block will reflect on benefits of e-services, such as increased public participation and user experience for citizens, reduced costs and more innovation.

4. Innovative approaches, ICTs and citizen participation: this block will present how recent advances in ICT can be used to enhance citizen engagement from a governance and equality perspectives, and review some of the most compelling new developments, examples and case-studies in this area, including social media and discuss their possible application to the local context.

5. ICTs as means to empower social networking, mobilise action and civic dialogue among citizens: this block will provide theoretical overview, as well as practical examples of bottom-up ICT-based solutions for citizen engagement (i.e. online petitioning tools, online civic initiatives, e-budgeting, etc.), suggest effective approaches on how to advocate for citizens participation – especially focused on the most vulnerable and socially excluded community members, initiate meaningful dialogue and socially constructive solution. In addition, this block will provide the overview of a simple ICT tools for initiating and leading civic dialogue (websites, MZ web platform, social media, mobile phone applications, etc.) – with practical guidance and exercises.

The training is to be preceded by an entry self-assessment by participants, to obtain insights into their knowledge on the subject matter and allow for training fine-tuning. Further, an exit self-assessment by participants is to be undertaken to review the knowledge acquired by each participant.

The Consultant will be responsible for delivering the one-day training online programme to 10 training groups (up to 20 participants in each group) Also, the Consultant will compile the key knowledge elements and good examples, hints and practical recommendations into a simple handout material (up to 10 pages), which can serve as a take-away tool for participants. The training programme will be designed in the languages of people of Bosnia and Herzegovina.

Task 3: Preparation of final report

Following the training delivery, the Consultant will prepare a final report (using standardised format provided by Project Team) on the training delivery, to include: total number and sex-disaggregated data of participants per training; main observations; analysis of the “before” and “after” knowledge gained by the participants (based on the self-assessments).

It is envisaged that the overall level of effort for the Consultancy will not exceed 12 expert days.

Required Skills and Experience

The Candidate must meet the following requirements.

Academic Qualifications/Education

University degree in computer science, social sciences, communications or similar. Master’s degree would be considered an asset.

Experience

At least 5 years of extensive experience in capacity development or delivery of training particularly for citizen groups, NGOs and local governments. At least 2 years of experience in capacity development or delivery of training related to citizen participation, communications/public relations, information and communication technologies (ICT) or similar.

Languages Requirements

Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills). Fluency in English is an asset.

Other Requirements

Strong analytical, reporting and writing abilities; Excellent organizational, time management and facilitation skills; Excellent public presentation and moderation skills.
