Background

A fundamental government responsibility is to use information to improve the delivery of public services to citizens. The a2i programme, in collaboration with the Bloomberg Data for Health Initiative, is supporting a multi-year project -- Fostering Data Innovation to Strengthen Evidence-based Decision Making for Health in Bangladesh – to develop new approaches to leverage data to make public health policies and programs more effective.

This project will focus on creating an Advanced Data Analytics Unit within Bangladesh’s Directorate General for Health Services (DGHS). DGHS has relatively well-developed systems for tracking routine health data from its extensive network of public hospitals and clinics. Although DGHS has many strengths in its use of data in decision-making, one limiting factor is the lack of a dedicated analytic nerve center that could drive efforts and sustain momentum on various data projects and integrate their results into DGHS’ core processes for making programmatic, operational and strategic decisions. This project’s Advanced Data Analytics Unit will help address this challenge. The Advanced Data Analytic Unit will advance three objectives:

  • Objective 1 (Policy Development): Develop data-driven program and policy responses to address high-priority public health challenges
  • Objective 2 (Operational Performance): Strengthen the use of data to improve the effectiveness, efficiency and equity of health services
  • Objective 3 (Strategic Monitoring and Planning): Create government- and citizen-centric systems and processes that promote progress toward long-term health objectives

 ‘Aspire to Innovate (a2i) Programme’ is recruiting a National Consultant (Data Science and Policy) to support the development of data-driven responses to high-priority public health challenges (Objective 1).  Reporting to the Program Coordinator (Team Head) and under the strategic direction of a2i’s Results Management and Data Specialist, the incumbent will [a] develop and complete analytic plans that yield proposals to improve public health outcomes; [b] build support for action on policy proposals by conducting executive briefings and stakeholder outreach activities; and [c] develop and execute a strategy to enhance DGHS’ organizational capacity for data-driven policy development process.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by the ICT Division and Cabinet Division.

Duties and Responsibilities

Scope of work and expected outputs / deliverables: 

The assignment will focus on the following areas and activities

Conduct policy analysis to produce proposals to improve public health outcomes

  • Develop analytic plans that define policy question(s)
  • Address, data sources to use, and analytic methods to employ
  • Prepare analytic datasets and complete analyses on them

 Identify and model impact of potential policy/programmatic responses

  • Develop static (print) and interactive (online) material
  • Make data and analytic results more accessible to audiences in and outside government

 Build analytical support for proposals for better decision making

  • Conduct briefings with influential decision-makers
  • Synthesize implications of analytic findings for action
  • Convene events to build consensus among key stakeholders about analytic findings and proposed responses

Enhance organizational capacity for data driven policy development

  • Develop a road map for institutionalizing data-driven policy development within Directorate of General Health Services (DGHS)
  • Draft protocols defining roles and responsibilities of key units/individuals

 Identify required organizational actions (changes in process, implementation of targeted capacity enhancement activities, etc.)

  • Develop action plan for SDG reporting and data analytics
  • Begin executing action plan.

Supervision and Performance Evaluation.

The National Consultant (Data Science and Policy) will be working with A2i, the UNDP Research Unit. S/he will be working under supervision of the Results Management and Data Specialist of a2i Programme who will be responsible for reviewing the performance and approve the deliverables of the incumbent.

Timeframe and deadlines:

The assignment will be for 200 Working days for over 10 months.

Reports:

The incumbent will be paid on deliverables basis. The incumbent will be paid in 10 installments, after completing each of the activities.

Required Skills and Experience

Academic Qualifications:

  • Masters in Statistics/Public Heath/Business Studies/Social Sciences/Epidemiology/Applied Statistics or any other relevant discipline.

Experience:

  • Minimum 08 years of working experience in public health data analytics, developing and executing analytic plans;
  • Minimum 1  years of working experience in translating analytic results into specific proposals to improve public health policies and programs

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Educational qualification (20 marks)
  • Work experience in public health data analytics, developing and executing analytic plans (30 marks)
  • Experience in translating analytic results into specific proposals to improve public health policies and programs (20 marks)

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
