Background:

Corruption is one of the most complex challenges to deal with, not only in Tajikistan, but globally. Nevertheless, the project plans the support to the efforts to reduce corruption in Tajikistan through the implementation of concrete initiatives. Main focus of the project is the implementation of the new Strategy, by enhancing capacities of government institutions and civil society to combat corruption. On August 2021, the Government of Tajikistan approved the new Anti-Corruption Strategy up to 2030 (Strategy). One of key priorities of the Strategy is to improve mechanisms for receiving citizens’ reports of corruption and strengthen capacities through gaining knowledge on the international practices in using e-governance to combat corruption. For this reason, the project plans to support improvement of mechanisms for citizens’ reporting of corruption cases through a development of a mobile app and engage the Anti-Corruption Agency (ACA) in strengthening capacities of civil servants in combating corruption and raising general awareness on negative impacts of corruption.
Current mechanisms include the receiving of calls, emails or reports via Viber and WhatsApp. However, the ACA recognised the need to use the emerging information and communication technologies (ICT) to facilitate the processes of government and public administration and provide citizens with the ability to choose the manner in which they wish to interact with their governments.

For this reason, the project envisages engagement of a national consultant to develop a mobile application (mobile app) for easier reporting of suspected cases of corruption to the ACA and receiving a feedback on the reaction of the ACA and other responsible authorities about their cases.

Objective of Assignment:

The objective of the assignment is to develop a mobile application for the Anti-Corruption Agency for improving mechanisms for receiving citizens’ reports of corruption.

Duration of Assignment:

3 months.

Tasks and Responsibilities:

Under the supervision of the Good Governance Officer, the consultant will perform the following tasks:

Participating in focus group discussions organized by the Anti-Corruption Agency and the OSCE to analyze key challenges in receiving requests and complains from target groups of the population; Developing a prototype of the mobile app and present it to the target groups; Adjusting the prototype according to the recommendations provided by target groups; Conducting training to the staff of the Anti-corruption Agency on the use of mobile application for collecting data, processing report of corruption cases and providing feedback to citizens; Preparing a guideline on how to use the App; Uploading the App to Google Play and/or App Store; Provision of technical support to the Anti-Corruption Agency minimum one year upon the development of the application.

Note: The work is conducted remotely, with meetings in Dushanbe.

Deliverables:

The following results should be achieved, and documents developed in frame of the implemented activity:

Provide to the OSCE and the Anti-Corruption Agency with a pre-developed plan and schedule of activities according to which the national consultant will implement their activities and tasks; Review and analysis of the existing reporting system and type of necessary data to be collected for the Anti-Corruption Agency; Development of a mobile application in line with the needs of the Anti-Corruption Agency, taking into consideration international best standards; Development of a guideline for the use of the application System Administration Manual for the use of the system; Provide a final report to the OSCE POiD on the implemented activities and the progress achieved during the work period no later than two weeks after the completion of the project.

The OSCE POiD, together with the Anti-Corruption Agency, will coordinate and monitor the work and implementation of the national consultant’s work plan through meetings that will be held on a monthly basis.

Necessary Qualifications:

Minimum five (5) years of work experience in the field of information technology (IT) and solutions, understand the specifics of technical specifications and applications’ infrastructure; Work experience with the government institutions and/or international organizations and/or private companies in the IT sector; Working experience in the area of anti-corruption is a distinct advantage; Professional staff fluency in written and oral communication skills in Russian and Tajik, knowledge of English is an advantage; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
