Background:
The South Sudan Youth Development policy was developed and validated in (2019). The effectiveness of its implementation is dependent on the involvement of young people not only in the development of the policy, but in the implementation and follow-up so that the programs have a real impact on youth situation. The policy aims to promote youth participation in democratic processes as well as in community and civic affairs. It also advocates the creation of a supportive social, cultural, economic and political environment that will empower the youth to be partners in development as well as seek to provide an opportunity for improving the quality of life for all Youth in South Sudan.
Purpose:
The overall purpose of the consultancy is to cost the comprehensive multi-sectoral Youth Development Strategy that serves as a harmonization and coordination framework for all actors and stakeholders dealing with youth and development issues including, but not limited to, access to good quality health care including SRH information and services, quality education including technical, vocational, education and training (TVET), employment creation, active participation of the youth in small and micro-enterprise schemes, conflict resolution and peace-building, etc.
The youth strategy will be informed by the experiences and lessons learnt from conflict and post conflict situations with particular focus on the peculiar features of the demographic and conflict dynamics of South Sudan. It will also draw lessons from countries that developed and implemented similar policies and strategies.
The specific objectives of the assignment will include, among others, to:
Submit the validated costing framework to the International Consultant for incorporation into the final South Sudan Multi-Sectoral YDS and Operational Plan.

Main tasks and responsibilities:
The development of the national YDS will be a participatory process which will entail engagement of relevant stakeholders through focused and dedicated interactions. This will give an opportunity for the Ministry of Youth and other stakeholders to provide inputs into the strategy development process and ensure adequate consultation and ownership.
The national costing consultant will report to the International consultant and will perform the following tasks:

Participate in select consultations with key informants from government and non-government institutions at national, states and county level, UN agencies, donors, Youth (15-35 years) representatives at rural and urban settings, academia, broad group of stakeholders, under the leadership of the Ministry of Youth in collaboration with the international and national consultant (s).
Costing of the national youth strategy:
Cost various strategies, activities and sub activities proposed in the draft South Sudan Multi-Sectoral Youth Development Strategy using standard costing tools tailored to the local context
Validation workshop (virtual/physical meeting):

The national consultant will be hired for the period of 45 working days covering the period from November to December, 2021.
