The President mandated the Ministry of Women’s Empowerment and Child Protection (MOWECP) to prioritize the following key areas:
1. Increasing women's empowerment in entrepreneurship2. Reducing violence against women and children3. Reducing child labour 4. Prevent Child Marriage5. Enhancing the Role of mothers and families in child care
To address the five key areas above, MOWECP is undertaking a new function to include direct service delivery. This new function needs to be articulated through a comprehensive conceptual and operational framework taking into consideration the existing mechanism undertaken by key ministries at national level as well as to align with decentration framework.
MOWECP requested UNICEF’s to assist in the conceptualization and capacity building to undertake this new added function.
Purpose of Activity/Assignment (Link with AWP/ MYWP or IMEP)
The purpose of this consultancy is to support the MOWECP on:
Development of the conceptual framework to address the priority areas as mandated by the President pertaining to child protection. Design capacity building framework to strengthen MOWECP staffs to undertake the new function on service delivery. This includes development of core training modules for capacity building.Scope of Work:
Undertake review of existing policy framework, structure and processes on child protection at national and sub national level. This includes interviews and consultations with key stakeholders at national and sub national level regarding the existing norms, structure and processes relevant to child protection.
The consultancy will include field travel in selected areas around Indonesia for consultations.
Review of the policy framework will identify existing mandate on child protection, gaps and challenges. Whereas review on the structure will identify existing strengths and capacity gaps as well as to design capacity building framework to support implementation the service delivery function. Process review will identify existing practices, operating procedures and mechanism in service provision for child protection.
Results from the structure and process review will be the basis for the development of capacity building framework.
Work Assignments & Outputs:
Mapping of existing policies and capacity assessment of the existing structures and processes relevant to child protection. Output: Analysis on existing policy framework and capacity assessment. Drafting of conceptual framework on child protection priority areas. Output: Draft conceptual framework on child protection priority areas. Conduct consultations with key stakeholders at national and subnational to validate the draft conceptual framework on child protection priority areas and capacity assessment. Output: Final conceptual framework on child protection priority areas. Develop national standard of quality for UPTD service provision. Output: National standard of UPTD quality assurance. Develop guidelines for integrated referral mechanism. Output: National guidelines for integrated referral mechanism on violence against children and women. Designing capacity building framework to strengthen MOWECP staffs’ knowledge and skills to operate on its new function. Output: Capacity building framework. Develop core modules for capacity building to support implementation of the new conceptual framework under the new function. Output: Core module for MOWECP staffs’ capacity building. Facilitate training sessions using the newly developed core modules. a postgraduate (Master’s) degree and solid background on social work with a focus on child welfare and protection or related field with relevant experience; at least 10 years of working experience in the government’s service provider for children victims of violence experience in coordinating and developing referral mechanism of services with multiple stakeholders from law enforcement, ministry, local government, civil society and private sector extensive technical and practical development expertise- knowledge and in developing/low middle-income countries in child protection and family welfare; demonstrated understanding of government functions to social work reform and child protection; Understanding of the decentralization context is an advantage. excellent communication, advocacy and people skills.
