The overall objective of the project is to support the development and implementation of anti-trafficking policies and approaches and to enhance the functionality of the Albanian National Referral Mechanism (NRM) for potential and victims of trafficking. To achieve this objective, the OSCE Presence in Albania (the Presence) will support the authorities in improving the existing framework on the identification, referral of and assistance to potential and victims of trafficking in line with the Albanian Government’s Anti-Trafficking Action Plan for 2021-202 and OSCE/ODIHR latest guidance on NRM. The process will involve consultations with the Anti-Trafficking Directorate of the MoI and with NRM members to validate proposals and solutions for the NRM improvement.

Under the supervision of National anti-Trafficking Coordinator, the consultant will perform the following tasks:

  1. Participate in around five series of consultations with MoI Anti-Trafficking Directorate, NRM members and potential new members to discuss areas of concern that require attention in the new NRM. The expert will gather feedback on the new tasks of the NRM and compile meetings’ reports. The meetings will be facilitated by the OSCE Presence.
  2. Propose the NRM outline and present it for discussion with the MoI and subsequently with NRM members, proposing improvements that regard the NRM governance, reporting, membership, processes regarding victims’ identification, referral and assistance. The draft should propose innovative methodologies that would directly improve the practical implementation of the NRM and which uphold a victim-centered, trauma-informed and human rights based approach throughout its implementation.
  3. Propose the NRM structure, including changes/additions to the current framework and associated argumentation as to the proposals and its monitoring body, in compliance with the Albanian legal framework.
  4. Based on initial feedback received, prepare the NRM second draft reflecting received written and recorded verbal inputs;
  5. Prepare the final draft based on final endorsement from the MoI;
  6. Attend the presentation of the final draft with NRM members.

    Necessary Qualifications

  7. Higher education in Law and/or Security;
  8. A minimum of ten years of experience as researcher and/or consultant related to anti-trafficking issues and legal framework in Albania;
  9. Demonstrated experience in developing, reviewing and first-hand follow-up of NRM’s implementation;
  10. In-depth knowledge of international legal standards on combating trafficking in human beings, including expertise in areas of identification and protection of victims of trafficking in human beings;
  11. Excellent analytical and writing skills;
  12. Albanian nationality and residency
  13. Excellent communication and presentation skills in Albanian and English


    Deliverables:

  14. First draft, including NRM outline, that provides a closer sketch of the new NRM and rationale for proposal (15 May 2022)
  15. Second draft that reflects provided inputs from NRM members (15 June 2022)
  16. Third and final draft that is endorsed by MoI (30 June 2022)
  17. Participation in around 5 consultation meetings (15 May – 30 June 2022 (dates tbc)

    Rmuneration Package:

    Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
