The recently revitalized peace process offers new opportunities for South Sudan to realise transformational change and move beyond the cycles of conflict and violence that have propagated widespread aid dependency. Providing immediate and flexible financing to maximise the potential of the current political environment, the South Sudan Multi Partner Trust Fund for Reconciliation, Stabilization, and Resilience (South Sudan RSRTF) has been established to enable integrated programmes that together lessen the destructive drivers of conflict and develop more peaceful and self-reliant communities.

The Fund pioneers an innovative whole of system, area-based programming approach to support comprehensive and durable approaches to overcome fragility, political instability and societal disintegration. The approach ensures a collective effort across political, security and development actors, within and outside of the United Nations system. In so doing, the Fund will build stronger foundations for implementation and consolidation of the R-ARCS and foster stable political and security environments in which to pursue increased resilience focused programming and seize enhanced recovery and development opportunities.

The Trust Fund builds on the vision of the Secretary General to forge greater coherence across the United Nations system and will promote more coordinated, coherent and integrated peacebuilding efforts among the United Nations mission and the United Nations country team. Positioned at the intersection of peacekeeping and development, the Fund’s programmatic framework reflects the mutual priorities of UNMISS and the UNCT. It draws upon the overarching strategic documents of both bodies, the 2019-2021 UN Cooperation Framework (UNCF) and the UNMISS Strategic Vision 2021/2024.

The Fund is governed by a Steering Committee which functions as the key decision-making body. It provides strategic guidance and holds ultimate accountability that the fund achieves its programmatic objectives. The SC is chaired by the Deputy Special Representative to the Secretary-General (DSRSG), UN Humanitarian and Resident Coordinator (HC/RC). The Fund Secretariat is embedded within the Office of the DSRSG/RC/HC at UNMISS. In addition to providing administrative support to the Steering Committee for fund operations, the Fund Secretariat fulfils a technical function and provides programmatic support.

DUTIES & RESPONSIBILITIES

In accordance with the United Nations Enabling Environment Guidelines (EEGs) and their accompanying Supplementary Guidance for the United Nations System developed in response to the UN Secretary General's System-wide Strategy on Gender Parity the post is being made available on a remote working modality.

Under the overall guidance of the Steering Committee, the Fund Manager will have a dual reporting line to the DSRSG/RC/HC and UNDP   Deputy Resident Representative - Programme), the Fund Manager will act as the Head of the Secretariat and will be responsible for the establishment, management and functioning of the Secretariat. The tasks may include:

Coordination:

Execute and coordinate all management functions of the RSRTF, including the implementation of decisions made by the Steering Committee. Provide/facilitate technical advice to the Steering Committee on Fund related matters. Oversee planning, preparation and record of meetings of the Steering Committee. Manage and oversee fund allocation processes providing quality assurance throughout the programme/project approval process and ensuring necessary coordination with relevant counterparts in line with the Terms of Reference, Operations Manual and/or allocation guidelines.

Humanitarian Fund and Donors:

Oversee preparation of research papers, reports, strategic considerations and recommendations to facilitate decision-making by the SC, ensuring the Fund’s approach and priorities remain relevant to wider developments. Undertake outreach and participate in coordination forums to ensure the RSRTF is well situated within the broader ‘Triple Nexus’ and funding landscape, ensuring opportunities for cooperation and complementarity are maximized and to promote coordinated and complementary use of funds. Facilitate systematic cooperation with UNMISS, the UN Country Team, the South Sudan Humanitarian Fund, donors, bilateral partners, multilateral funding and coordination mechanisms and programmes, to ensure RSRTF funding allocations leverage comparative advantages across the ‘Triple Nexus’. Guide Participating UN Organizations and NGOs on the processes and requirements as laid out in the TOR and Operations Manual and ensure compliance with it in accordance with signed legal agreements.

Monitoring and Evaluation:

Ensure robust systems are in place for systematic monitoring and evaluation of projects/programmes implemented at various levels and in various locations by the different participating agencies, UNMISS sections, and NGOs. Monitor Fund performance and progress towards Fund results, evaluating progress of the Fund’s strategic direction and objectives, making recommendations to the SC for adjustments as necessary. Systematically provide information on Fund progress/project status to the SC, donors and relevant stakeholders of the Fund, flag external and internal factors influencing results and proposes corrective actions.

Knowledge Management Strategy:

Consolidate the narrative annual and final reports submitted by recipient organizations and present reports to the SC for review and to the Administrative Agent for consolidation of narrative and financial reports. Implement the Fund’s Risk Management Strategy to establish a common understanding of risks among all stakeholders, ensuring efficient and strategic risk mitigation and adaptation measures and ensure monitoring and control of operational risks, including by routinely updating the risk monitoring matrix. Implement the Fund’s knowledge management strategy and ensure a systematic approach to retaining institutional memory and capturing lessons learned and best practice across the Fund and its partners. Oversee implementation of the Fund’s communications strategy with targeted messages for both public and private stakeholders demonstrating results, success stories, outcomes, and learning from the Fund.

Mobilize an appropriate and sustainable funding:

Mobilize an appropriate and sustainable funding base and maintain existing partnerships including through outreach, and timely preparation of donor proposals, presentations, and briefing papers. Manage the overall operational administration of the Fund and liaise as necessary with the Multi-Partner Trust Fund (MPTF) Office, Managing Agent and Steering Committee including on issues related to Fund Transfer Requests, programme/Fund extension and programme/Fund closure and ensuring timely investigation and advise on any concerns encountered in relation to the administration of funds. Ensure periodic review of the ToR of the Fund and recommend changes or revisions to the SC. Plan and oversee the management of activities undertaken by the Fund Secretariat team ensuring that substantive work programmes and programmed activities are carried out in a timely fashion including preparation of the Annual Work Plan(s) and budget for the Secretariat including for the inception phase and operational tasks. Recruit, supervise, mentor, and evaluate RSRTF staff and work with HR teams to manage administrative aspects of hiring processes.
