GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Finance Department.

GENERAL OBJECTIVE AND JOB ENVIROMENT

The Accountancy, Treasury and HQ Budget Management Service is part of Finance Department and consist of 12 professionals. The main objective of this service is guaranteeing the reliability of the financial statements of the organization and define the financial-accounting policies agreed by Finance Director, the management processes and accounting control necessary in HQ and Networking MSF OCBA Units and the Field to ensure the accountability of the entity in the financial-accounting area.

The Accounting Technician is based at HQ, as part of the Accountancy, Treasury and HQ Budget Management Service, and is accountable to the treasurer.

The main objective of this position is to support the treasurer position in the daily treasury functions and will be responsible for tracking cash and bank flow using standard bookkeeping and accounting methods.

RESPONSIBILITIES AND MAIN TASKS

Accounting and treasury

  • Be responsible for the accounting management of all bank and cash documentation
  • Perform the monthly bank reconciliation
  • Investigating and resolving discrepancies with cash and bank transactions.
  • Assisting with physical counting of cash.
  • Post the accounting entries related to donations and reconciliation with the fundraising department.
  • Performs the necessary accounting records and reconciliations in a timely manner for the monthly and annual closing of the Treasury area (interest accrual accounts, short- and long-term financial investments and monthly bank reconciliation etc.).
  • Carry out the accounting of the cash managed by the treasurer.
  • Ensures the correct accounting of the Delegations' cashiers.
  • Manage credit cards.
  • Up load the infoeuro automatically on a monthly basis to SAP.
  • Produce a consolidated report for public authorities if required.

Audit

  • Support the annual audit of the organisation when requested to assist in the accounts reconciliation or in other tasks related to the audit.

Coordination with other Units/Departments

  • With colleagues in Finance Department regarding methodology, planning and organization and follow up action plans.
  • Participation in required tasks form intersectional platforms projects.
  • Involve in year-end close tasks.
  • Back up of treasurer profile in coordination with the other back-up of the position.

Finance-Accounting Policies and procedures

  • Definition/update of MSF OCBA Financial –accounting procedures.
  • Proactively identify and/or anticipate areas of improvements, work methodology, challenges and financial risks in his/her area of expertise.

SELECTION CRITERIA

Education and Experience

  • Higher degree in Business Administration, Economics or similar.
  • Experience of minimum two years in a similar position in Finances Departments of large companies or organizations.
  • Very good command of English. French highly desirable and Spanish an asset.
  • Advanced knowledge of Microsoft Office.
  • Knowledge of ERP systems and SAP highly desirable.

CONDITIONS

  • Position based in Barcelona.
  • Part time work (50% FTE)
  • Minimum commitment with the position of 3 years
  • Annual gross salary: HQ-2C (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy.
  • Starting date: Mid November
