    Introduction

    The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations. The MozTrabalha project is anchored in the goals of the National Employment Policy (NEP) and the Plano de Acção da Política de Emprego (PAPE, 2021-2024). It is designed to support the further implementation of the NEP and PAPE through increased employment mainstreaming in macroeconomic and sectoral government work as well as the establishment of dedicated implementation tools such as pro-employment budgeting and employment impact assessments. At the sectoral level, using a market systems development approach, it will promote a sustainable enterprise development and productive creation for Mozambican women and men living in poverty particularly in the country’s Northern Provinces as well as in the Beira corridor.

    MozTrabalha’s overall aim and principle is to create productive employment and decent working conditions, at scale, with sustainable outcomes, and using a systems approach that promotes structural transformation and which will underpin all project interventions. Cross-cutting themes include a continuous focus on poverty reduction through employment creation, social dialogue and labour standards, the promotion of gender equality, as well as actively furthering the just transition towards a carbon-neutral economy. The concrete intervention logic and results framework will be finalised during a dedicated inception phase which will employ a range of analytic and consultative tools to ensure appropriate identification of target sub-sectors and value chains, provinces and interventions.

    Within the policy and procedural requirements established by the ILO and the MozTrabalha Project, the CTA will be responsible for the overall leadership and management of all aspects of the project including its operational, financial, administrative and human resource management, resource mobilisation, country and global operations, the content of project output/documentation, and public statements. The incumbent will promote ILO polices in the project related technical areas and other fundamental rights at work, spanning across the four pillars of the Decent Work Agenda.

    Reporting lines:

    Under the overall guidance and direct supervision of the Director of ILO Country Office for Zambia, Malawi and Mozambique (CO-Lusaka), the CTA will be responsible for the management of the ILO’s MozTrabalha project and project staff.

    He/she will receive primary backstopping from the Senior Employment Specialist and Senior Enterprise Specialist based in the Decent Work Team in Pretoria, together with further technical guidance and advice, support and collaboration from other relevant technical specialists from the Decent Work Team in Pretoria, as well as from relevant HQ departments. He/she will furthermore report to and be guided by a Project Steering Committee (PSC), comprising members from the Government of Mozambique, organised business and organised labour representatives, other key stakeholders, as well as the Swedish Embassy and the ILO, which oversees project activities.

    Description of Duties

    Project management:

    1. Ensure thorough robust and regular capacity development, provision of appropriate incentives and monitoring, that the project’s interventions are pro-employment in nature.
    2. Ensure administration and internal control of project resources for effective and cost-efficient management of funds/budgets assigned to the project as well as ensure that reporting is adequately carried out, as elaborated in the Project Document and Donor agreement
    3. Plan, manage, coordinate, implement and monitor the project through timely provision of inputs, project activities and timely and efficient delivery of output and in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and Country Programme Outcomes (CPOs), and administrative and financial procedures
    4. Adaptively manage the project, its interventions and staff to ensure that resources are programmed effectively and in light of changing policies and external market factors.

    Technical leadership and advice:

    5. Plan, organize, supervise, monitor and manage efficiently the work of the project team (incl. international and national experts and general service staff, as well as external collaborators). Allocate work to staff, assign staff to particular work streams, control the quality of outputs, provide guidance and training and evaluate the work performed by staff
    6. Ensure that the results of the project at impact, outcomes and output levels are achieved through the activities and interventions of the project, are deemed sustainable, and the results are regularly documented, monitored, evaluated, reported, communicated and used for learning and adjustment of project implementation.
    7. Provide leadership on the provision of technical support to ILO constituents, government agencies, other relevant stakeholders, and in particular the Project Steering Committee in undertaking their advisory responsibilities under the project
    8. Resolve any arising difficulties in achieving the project objectives and report any critical issues to the responsible chief without delay.
    9. Guide the development and management of a robust results measurement framework as prescribed in the project document, with indicators and targets for expected results at various levels.

    Advocacy, networking and partnership:

    10. Review, analyse, interpret and remain updated on the socio-economic and political context in Mozambique, and the project-assisted provinces and sectors in particular, and keep the CO-Director and relevant DWT Specialists informed of crucial developments that may affect ILO activities in the country. In this context, identify trends or developments for which further research and project development work is required to adequately support respond to growing and changing needs.
    11. Strengthen relationship to cooperate and coordinate with the concerned governments, ministries and the employers’ and workers’ organisations, non-governmental organizations, the target groups and the donors, in the planning and implementation of activities under the project. Lead the representation of the ILO at inter-agency, governing body, stakeholder, donor and other meetings, and maintain close relations with donor and other partner agencies, including through promoting ILO principles, policies and procedures.

    12. Promote ILO policies across the Decent Work Agenda, and in particular on employment promotion, workers’ rights, social dialogue, equal opportunities and treatment for women and men, environmental sustainability and International Labour Standards.
    13. In close coordination with responsible project staff, guide the ILO’s interaction with the UN Country teams to promote ILO’s values within UN initiatives, increase the project’s visibility and facilitate the scaling-up of the project’s interventions, including through the preparation of proposals for mobilisation of human, technical or financial resources as well as to support the achievement of the project. Guide responsible project staff to ensure a more effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.

    Knowledge Management:

    14. Write and disseminate high quality information materials on topics relevant to the project and its activities, among others on decent work, pro-employment policies and policy implementation, sustainable enterprise development and market systems development, as well as the integrity of the project’s systems approach and implementation of cross-cutting issues overall.
    15. Ensure the development of information systems covering ILO technical activities by or relevant to the project, prepare periodic and ad hoc reports on the status of the project planning and implementation, and establish coordination with concerned ILO departments and programs.
    16. Develop training materials and capacity development strategies aimed at sustainability of outcomes, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings.

    Mobilization of resources:

    17. Actively and regularly engage and seek dialogue with donor and financial organisations on potential collaboration opportunities to promote ILO values and principles relating to employment promotion and creation and enterprise development among others
    18. Produce concept notes or proposals targeting bi/multi-lateral organization and other development partners for possible resource mobilization that will help in sustaining the benefits from Moztrabalha project as well as any potential work on promoting employment and decent work.
    19. Any other relevant duty as requested by the Country Office Director

    Required qualifications

    Education

    Advanced university degree in Economics, Social Sciences, Environmental Sciences, Development Economics, International studies, Business Management or another business-related relevant field.

    Experience

    At least ten years’ experience in the management of development cooperation activities, of which at least seven years at the international level. This includes field experience in a leadership role for the implementation of development cooperation projects that applied a systems approach, and preferably in the fields of employment creation and sustainable enterprise development.

    Proven management experience, preferably with the ILO or a UN agency, with sound knowledge and experience in all aspects of project cycle management, i.e. from design, implementation, monitoring and evaluation. Proven experience in partnership building and networking and in effective fundraising, resource mobilisation and donor relations.

    Concrete experience in one or more of the following areas will be essential:
    • Implementation of development projects applying a market systems development approach
    • Implementation and monitoring and evaluation of public policies, with particular emphasis on macroeconomic, sectoral and national employment policies
    • Sustainable enterprise development

    Experience in one or more of the following areas will be an advantage:
    • Poverty reduction and pro-poor policy/project interventions
    • Women economic empowerment
    • Just Transition towards carbon-neutral economies
    • Capacity building approaches targeted at ILO tripartite constituents with the aim of improved employment outcomes
    • Resource mobilisation, especially with a focus on project development in the areas of employment, sustainable enterprises and decent work promotion

    Familiarity with ILO policies and procedures including experience working with officials of ministries of labour, finance, industry and commerce, and/or agriculture, as well as social partners, is an advantage.

    Languages

    Excellent knowledge of English and and working knowledge of Portuguese is required.

    • Excellent written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
    • Proven capacity to initiate and implement development cooperation project/program activities with partners.
    • Excellent negotiation skills and ability to provide high quality services;.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
