TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

MOODLE Developer, HQ Gaza (Local) – Re-advertised

BACKGROUND

The purpose of this consultancy is that the Moodle expert will assist in the development, implementation and customization of Moodle system, the UNRWA official eLearning platform. The expert role is an experienced-level position which should have prior excellent experience of working with Moodle as an administrator and course/content designer, with knowledge of data management and query building using MySQL, web development including HTML, PHP, Javascript and CSS.

Description of Duties and Responsibilities

· Document and evaluate the current implementation of Moodle eLearning platform and identify the gaps and windows for improvement;

· Optimize Moodle platform security and performance;

· Develop and support Moodle Themes;

· Investigate and resolve Moodle application and server environment errors;

· Assess and provide solutions for tickets submitted by the users;

· Develop the UNRWA Moodle management plan for maintenance, update, upgrade, integration and development of Moodle application and environment;

· Advise on the best practices related to Moodle management for organizations like UNRWA;

· Train UNRWA involved permanent staff on Moodle management;

· Work as part of a team and meet deadlines;

· Undertake such other tasks as may reasonably be required.

minimum Qualifications and Experience

· A university degree from an accredited educational institution in Computer Science or related discipline;

· Three years of experience in administration, development and customization of LMS such as Moodle in an enterprise environment;

· Experience in different Moodle hosting solutions and knowledge of relevant security requirements.

· Experience in data management and query building using MySQL.

· Experience in web development including HTML, PHP/Laravel, Javascript/JQuery and CSS.

· Strong preference for Moodle Admin experience and content designer.

· Experience in webservers and cloud services such as AWS.

· Good command of spoken and written English.

dESIRABLE QUALIFICATIONS

· Experience in developing and supporting Moodle Themes.

· Knowledge in developing SCORM packages and LMS integration.

· Experience in working with Moodle Mobile (App and/or Theme).

· Use of project management software.

CONDITIONS OF SERVICE

· The duration of the consultancy is 3 to 11 months with the expected start date of April 2020.

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.

· The incumbent will be based in Gaza.
