Position: Monitoring, Evaluation and Learning (MEL) Manager

Location: Sana’a – Yemen

Reports to: Deputy Country Director - Programs

Duration: 12 months

The people that we serve live in seventeen countries across the Middle East, Africa, and Asia where the debilitating effects of political instability, forced displacement, and natural disasters are pervasive. Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.

POSITION SUMMARY:

Under the direct supervision of Deputy Country Director of Programs, the MEL Manager will be responsible for cross-cutting programmatic information management, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing programs, and is incorporated into consistently high quality reports. The MEL Manager is a key member of the program team and will lead on development of RI country program MEL framework and to oversee and guide its implementation. The MEL Manager will supervise and mentor MEL team as well as provide technical support to other MEL stuff based in the area offices. S/he will be responsible for maintaining and enhancing existing monitoring systems, developing new and innovative approaches that bring RI programs together around a harmonized MEL system, and establishing creative accountability mechanisms appropriate to the context. The position holder will be the primary focal person for all assessments, studies, evaluations etc. as wells as external monitoring commissioned by donors.

ESSENTIAL POSITION RESPONSIBILITIES AND DUTIES

  1. Establish and oversee the implementation of MEAL Framework

  2. Lead the development/review and implementation of RI’s Monitoring, Evaluation, Accountability and Learning (MEL) framework

  3. Enhance existing MEL systems and design innovative tools and approaches that fit the context, program needs, including the need for remote MEL due to access challenges in country

  4. Ensure overall coherence of MEL and reporting tools in close collaboration with the sector technical advisors, Project Managers and the grants and reporting team.

  5. Lead the development of minimum standards for monitoring and accountability of RI programs in collaboration with the rest of program teams.

  6. Establish sustainable performance indicators and revise tools as required based on the evolution of the programs.

  7. Program information management

  8. Ensure all program data and in particular, information related to performance indicators, feedback and response mechanism is collected, stored and made available to program teams as and when required

  9. Ensure program data is accurate and reliable at all times.

  10. Program data/information analysis

  11. Collate all necessary qualitative and quantitative data and provide analytical inputs to program management team in collaboration with the sector technical leads.

  12. Develop periodic trend analysis reports using internal and external adapt sources

  13. Advice program management teams on areas requiring improvements and lessons learned to improve program quality.

  14. Using consolidated program MEL information, prepare regular analytical reports for donors and other audiences or for internal programmatic needs

  15. Prepare and feed data/information into program strategy, development and implementation processes.

  16. Monitoring of program activities in the field

  17. Coordinate through the area MEL focal points, monitoring of overall program implementation and propose adaptations needed to achieve objectives and improve integration of approaches between different projects and sectors

  18. Develop and coordinate implementation of assessments, studies and monitoring and Evaluation (both internal and external) in close collaboration with technical sector advisors.

  19. Conduct mid-term reviews to assess the relevance, effectiveness and efficiency of the projects in various locations.

  20. Guide, coach and mentor area MEL teams

  21. Asses and identify relevant training/capacity building programs for the MEAL teams

  22. Ensure regular support is provided to MEL teams in the field offices

QUALIFICATIONS & REQUIREMENTS:

  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Creativity, flexibility, strong work ethic and a sense of humor are highly valued.
  • Master’s degree in social sciences or other relevant Humanitarian/Development field or bachelor’s degree with commensurate work experience
  • Minimum 5 years of professional experience in MEL of humanitarian and /or development programmes in fragile settings. Experience working in the Middle East will be an added advantage.
  • Solid background and knowledge of monitoring and evaluation of USAID, ECHO, EU, and UN funded programs.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Proven data collection and data management experience, experience with DHIS 2 and other database preferred.
