Project Summary

The goal of this Activity is to improve the quality and sustainability of water and sanitation services for rural residents in Sikasso, Bougouni, and Koutiala Regions, including the underserved and most vulnerable, by building the capacity of key stakeholders to construct, maintain, and sustainably manage safe and reliable water and sanitation systems, as well as to develop and implement Commune-level Sanitation Strategic Plans.

Reporting & Supervision:

This position reports to the Practice Area Director or his/her designee in the CIT Division.

Responsibilities

Position Summary:

The MEL Director will be responsible for establishing and implementing an effective system to monitor progress, impacts and successes of project activities and performance at all levels. S/he will conduct impact assessments, baseline studies, surveys and need assessments to identify necessary changes and future project opportunities. Additionally, the MEL Director will be providing M&E technical assistance to project beneficiaries and stakeholders specifically on situation analysis, SMART indicators (output and outcome), indicator reference sheets, data collection protocols, data use strategies, reporting and results-based management best practices.**Qualifications**

Required Skills & Qualifications:

  • Minimum of a bachelor's degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
  • Seven (7) years of experience in the management of field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required;
  • Demonstrated experience applying Collaborating, Learning & Adapting principles to complex development programs;
  • Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required;
  • Strong analytical skills are required;
  • Demonstrated progressive experience in MEL on programming in a combination of the following technical areas: community participation, rural WASH, behavior change, governance, institutional development, and private sector engagement;
  • Prior experience with USAID or U.S. Government funded projects is required;
  • Attention to detail and ability to follow up on tasks to completion is required; and
  • Excellent oral and written communication skills in French and English.
