Project Description

The purpose of the anticipated USAID Georgia Educating the Future Program is to strengthen the quality and equality of the basic education system in Georgia. The activity will support the Government of Georgia (GoG) in enhancing the quality of pre-service teacher education programs; building the capacity of school administrators as instructional leaders; and strengthening the implementation of decentralization policies with a specific focus on refining the roles and responsibilities of Educational Resource Centers (ERCs) and improving their capacity to support schools. The activity will work towards the following three objectives:

  1. Objective 1: Enhance the quality and inclusiveness of pre-service teacher education programs
  2. Objective 2: Improve school governance
  3. Objective 3: Support the decentralization of the basic education system

    The anticipated program will be based in Tbilisi, Georgia.

    Position Description

    RTI’s International Education Division is seeking a Monitoring, Evaluation, and Learning (MEL) Advisor for the upcoming USAID Georgia Educating the Future Activity. The MEL Advisor will establish and manage the project’s overall M&E system, tracking all progress made towards meeting program/contract results, indicators, and targets and ensuring that they are being consistently and systematically tracked and reported. In this capacity, s/he will manage and coordinate all field-based activities and M&E staff and ensure that performance monitoring, action research, and evaluations are consistent with program results and compliant with USAID/Georgia guidelines. Based on currently available information on Educating the Future’s design, RTI anticipates that key performance indicators will include the activity’s impact on enhanced pre-service teacher education, improved school governance, and support for decentralization of basic education.

    Your primary responsibilities will include but not be limited to:

    • Responsible for ensuring that the program gathers accurate and timely data about project implementation and uses that data to inform decision-making.
    • Develop a robust learning agenda with the MOES and relevant departments. USAID’s Collaboration, Adapting, and Learning (CLA) approach will guide the analysis of performance data toward targets and inform planned adaptations and adoptions of the program’s technical approach.
    • Coordinate and manage all research, monitoring and evaluation tasks, and deliverables for the project.
    • Harmonize M&E data collection and reporting systems with USAID policies and education indicators.
    • Monitor and report on activities required to communicate program results and improve implementation, which includes establishing systems to gather, report and analyze performance data for impact and sustainability of project implementation; overseeing data collection processes as required within the project’s parameters; developing documentation of best practices; and facilitating the use of data to drive program design and decision making.
    • Prepare monthly, quarterly and annual progress reports on the status of project implementation; contribute to other project reports such as annual work plans.
    • Review and update the project’s M&E plan on an on-going basis.
    • Oversee and mentor M&E associates
    • Other tasks as needed

      Required Skills and Qualifications:

      • Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
      • Demonstrated experience designing, monitoring, and evaluating programs, preferably USAID projects in the education sector.
      • Must have demonstrated success and experience in monitoring results and indicators of education quality, especially in areas emphasized in the current project design. Preferred candidates should demonstrate knowledge of approaches for measuring changes in the skills of teachers, school administrators, and school support/supervision staff.
      • Prior experience developing and implementing performance monitoring plans (PMPs).
      • Strong knowledge of USAID rules and regulations around monitoring and evaluation.
      • Exceptional technical skills in data management, M&E, survey design, mapping and/or assessment required.
      • Previous experience managing personnel and coordinate M&E activities to achieve results within the client’s timeframe is preferred.
      • Proficiency in Excel, Word, and other MS Office software; data management and analysis software (such as DevResults, SPSS or Stata).
