The Program
Aus4Skills is managed by Tetra Tech International Development on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT). The overarching goal of Australia’s support to human resource development in Vietnam is that Vietnam accesses and uses high level professional and technical knowledge, skills and competencies to contribute to the country’s sustainable economic and inclusive development, and enduring links with Australia. Aus4Skills seeks to achieve the three whole-of-program outcomes and contribute to a higher-level objective detailed in the position description. These outcomes are underpinned by the principle that gender equality, disability and social inclusion (GEDSI) are integrated into all Aus4Skills activities and products.
Aus4Skills Phase 1 (2016-21) concluded on 30 June 2021. Aus4Skills Phase 2 (July 2021 - December 2025) builds on the achievements of Phase 1 and will provide support in 5 areas:
Component 1: Australia Awards Scholarships
Component 2: Alumni Engagement
Component 3: Capacity Building for Higher Education
Component 4: Promoting Industry Linkages in Vocational Education and Training
Component 5: Vietnam Australia Centre (including an Advancing Women in Leadership stream)
Aus4Skills Phase 2 will also support the Building Human Capacity pillar of the Mekong Australia Partnership (MAP) in Vietnam.
The Position
Working under the direction of the Program Director the Monitoring, Evaluation & Learning (MEL) Adviser is responsible for ensuring the successful planning and implementation of monitoring, evaluation and learning (MEL) activities across the program cycle. These activities are outlined in the MEL Strategy and Plan (MELSP) and the Annual Plans for the program. The MEL Adviser is responsible for embedding GEDSI-sensitive MEL in all Aus4Skills activities. The MEL Adviser will support MEL activities carried out by each Aus4Skills area to ensure quality and value-for-money in the MEL work in line with DFAT standards. The MEL Adviser will oversee designated surveys to collect GEDSI-disaggregated data on program participants, outputs and outcomes and undertake thematic and organisational case studies in accordance with the MELSP. The MEL Adviser will support the Deputy/Program Director in sharing best practice with staff to ensure a continuous learning approach across the program.
The Person
We are seeking applicants with relevant and advanced tertiary qualifications (preferably postgraduate) in an appropriate field of study such as management, education, evaluation, journalism, gender studies, or other social sciences, additionally with relevant practical experience (preferably 8-10 years) in related field such as monitoring, evaluation, or communications.
You will demonstrate experience in implementing gender-sensitive MEL activities for a program or organisation, data collection methodologies, management and analysis, including qualitative analysis and gender analysis and writing analytical reports for clients and key stakeholders. You will also demonstrate high levels of analytical, communication, presentation, training, coaching skills and inter-personal skills in addition to a high level of written and verbal communication skills in English. Has knowledge of gender equality principles and practices in development aid and highly literate using MS Office applications; and, knowledge of the development sector in Vietnam is desirable.
