The M&E Team Leader role supports programme staff to effectively implement multisectoral projects through regular monitoring, evaluation, accountability and learning activities.

  1. Line management of M&E Assistants and enumerators

  2. Adherence to NRC policies, guidance and procedures

  3. Contribute to concept note and proposal development; provide input on needs based on area level Core Competencies (sectors)

  4. Provide regular progress reports to CMG, coordination and working groups

  5. Coordinate process to establish programme level M&E systems; participate in logframe design, support on indicator formulation, M&E plan, etc.

  6. Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reporting and “learning moments” to improve evidence-based planning

  7. Support in developing data collection methodology and tools and storage systems, and in actual data collection

  8. Capacity building and training of program staff on M&E technical and conceptual areas

  9. Support in standardizing M&E across projects, including adaptation of M&E protocols

  10. Develop and support the Complaint, Feedback and Response Mechanism

Generic professional competencies for this position:

• Experience working in a humanitarian/recovery context desired

• Experience working in complex and volatiles contexts desired

• Documented results related to the position’s responsibilities required

• Solid computer skills, including MS Word, Outlook and Excel required

• Ability to work diligently both independently and in a team setting required

• Knowledge about own leadership skills/profile required

• Willingness to travel regularly to the field in under-resourced settings required

Fluency in English and Portuguese, both written and verbal required; knowledge of local languages of norther Cabo Delgado an asset

Specific skills, knowledge and experience:
• Experience with principles and current approaches to monitoring and evaluation in humanitarian programs, using both quantitative and qualitative methods

• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods

• Knowledge of digital data collection platforms (KoBo, PowerBi)

• Experience leading and managing teams required, experience with remote management an asset • Knowledge of the context in Cabo Delgado is required

• Knowledge of the circumstances, needs and challenges displacement and conflict-affected IDPs, host communities, and returnees face

• Experience liaising with local and community stakeholders

• Field level experience with an NGO preferred • Candidates with a university and/or advanced degree preferred; significant experience in M&E considered in lieu
