Myanmar is one of UNOPS' leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund's regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.
The Nexus Response Mechanism (NRM) is an EU-funded programme designed to operationalize what has largely been a theoretical concept through the funding and implementation of innovative, tailor-made, flexible, and rights-based activities along the humanitarian-development- peace (H-D-P) spectrum in Myanmar. The NRM's overall objective is to contribute to lasting peace and national reconciliation, security, stability and sustainable development in Myanmar by reducing vulnerabilities and building the resilience of communities affected by conflict or natural disasters.
NRM's interventions are designed to pilot new ways of working and are aimed at contributing to systemic change. Both its short-term and long-term interventions incorporate rights objectives and pathways for advocacy and policy dialogue, ensuring that programming is accompanied by substantive efforts to address rights and structural challenges in Myanmar. To ensure its projects are holistically designed, the NRM utilizes a three-pillared approach focused on the integration of H-D-P sectors and the incorporation of a rights-based approach, the transformation of power dynamics and imbalances through greater localization and inclusion, and accountability to both donors and communities through adaptive project design and a robust learning agenda.
The NRM's MEAL Framework is grounded in the NRM approach pillars of transformation and accountability and is integrated throughout the entire NRM's programmatic cycle. NRM MEAL is focused on the following aims: To support learning related to the piloting of nexus approaches in Myanmar
To support evidence-based contributions to policy and systemic change in Myanmar
To support responsive, innovative and dynamic programming in Myanmar
To ensure that NRM programming remains conflict sensitive in a challenging rights context
NRM MEAL efforts begin with a deep assessment of issues, priorities and challenges of communities in specific geographic areas, followed by community consultations and, where possible, participatory design. NRM projects are meant to include continued community engagement across the life of each project to ensure downward accountability and adaptive project management.
The NRM MEAL team has the following core functions: To monitor grant-implementation, the setting of targets, and the achievement of results
To facilitate the design and implementation of project and programme level MEAL Frameworks and provide the required technical assistance and capacity development to partners
To establish, maintain and adapt the required systems, processes and tools required for the successful achievement of the MEAL Objectives
To ensure timely, accurate and quality evidence is generated for the purposes of reporting, learning, policy influence, knowledge sharing and adaptive management
To regularly aggregate and synthesise evidence, knowledge and learning emerging from the NRM to meet the requirements of specific audiences (donors, government, etc.)
