The UNDP Tajikistan Country Office has been acting as interim Principal Recipient for implementation of the grants provided to Tajikistan by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) since 2003.

The Global Fund’s current HIV/AIDS grant in Tajikistan supports the implementation of the National Program to fight with HIV and AIDS for 2017-2020. The grant is aimed at increasing access to preventive activities among key affected population such as: people who inject drugs, commercial sex workers and their clients; men having sex with men and prisoners. One of the main tasks of this project is building capacities to provide stronger leadership of the government on HIV and AIDS prevention, care and treatment, better cross-sectoral coordination, and continued dialogue between the government and NGOs on central and local levels.

The Programme builds on experience within the country and on the best international practices in the field of HIV and AIDS prevention and treatment while adapting the interventions to take into consideration the local experience and conditions.

In 2020, UNDP was selected as the Principal Recipient for the implementation of the GFATM HIV and TB consolidated grant for Tajikistan for 2021-2023.

The Monitoring and evaluation officer will have three main responsibilities:

1.     To be responsible for Monitoring and evaluation activities of the HIV grant under the direct supervision of the Project Coordinator  

2.     Support Reporting officer and Project Coordinator and other project team in developing donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs;

3.     Capacity building of national partners on M&E related activities.

1. To be responsible for Monitoring and evaluation activities of the HIV grant jointly with Reporting/M&E Specialist

  • Developing of a draft M&E plans (separate for each Sub Recipient (SR) and an overall one for the Principal Recipient) for HIV component;
  • Support and facilitate the development and strengthening Monitoring and evaluation system on HIV/AIDS;
  • Identify capacity gaps of SRs in the field of M&E and recommend remedial actions
  • Develop a field monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of project supported interventions of SRs;
  • Develop/update monitoring and evaluation tools including forms, questionnaire, check lists etc.
  • Undertake regular field trips to the project sites with the purpose of performing monitoring assessments; develop reports and make a follow up on recommendations
  • Prepare substantial monitoring and evaluation reports; make follow up on the recommendations in the report
  • Prepare in form and substance satisfactory to the GF and UNDP periodic M&E reports on implementation of the project
  •  Participate in development of uniformed system of indicators and ensure appropriate use of those;
  • Act as a Gender Focal Point for project related activities and initiate collecting and analyzing gender disaggregated data for project indicators;
  • Assist in drafting of TORs for Baseline, Mid-term and End of program Evaluations for each grant.

2.  Support M&E Reporting Specialist and other project team in developing donor reporting (PUDR), contracting SRs, review and ensure timely and quality submission of reports by SRs

  • Review periodic technical reports of SRs and provide appropriate comments;
  • Assist in consolidation of periodic reports for submission to donor;
  • Closely coordinate with the members of project staff in order to ensure timely and substantial reporting on activities implemented.

3. Capacity building of national partners on M&E related activities

·         Assist in training programs for SRs on the use of recommended reporting and monitoring formats and guidelines;

·         Advise management on project implementation and actively participate in discussion related to efficient and effective program implementation;

·         Conduct on job training for national counterparts (M&E staff and other staff responsible for any monitoring related activities) on monitoring and evaluation, proper filling documentation and reporting on M&E;

·         Advise PIU management on project implementation and actively participate in discussions related to efficient and effective program implementation;

Education:

·         University degree in relevant discipline including public health, epidemiology, public administration, international development, sociology, social science or equivalent.

Experience:

·         At least 3 years of progressively responsible experience in the field of M&E is a must and in the field of HIV M&E would be an asset.

·         Experience in all aspects of evaluation from initial design, field test, implementation, analysis, communication and final use of the evaluation findings.

·         Experience in assessment of data quality and analysis of data sets, preferably related to HIV/AIDS.

·         Country-level experience in capacity building for health management information systems. Experience of working with international advisory bodies an asset.

Language Requirements:

Language Abilities:  Russian, English and Tajik with proven writing skills
