FHI 360 implements the Meeting Targets and Maintaining Epidemic Control (EpiC) project, a fiveyear
global project funded by the U.S. Agency for International Development (USAID). EpiC
receives COVID-19 funding to prevent, prepare for, respond to and bolster health systems to
address COVID-19 and reduce cases of re-emergence. Currently, EpiC and its consortium members
implement COVID-19 activities in more than 60 countries across the world including Papua New
Guinea (PNG).


We are currently seeking qualified candidate for the position of: Monitoring and Evaluation, EpiC
COVID-19.


Basic Responsibility
Under the supervision of the COVID-19 Strategic Information Specialist, and with technical
oversight from the Lab Specialist and Biomedical Engineer Specialist, the Monitoring & Evaluation
Officer is responsible for the implementation of monitoring and evaluation (M&E) activities under
USAID-supported COVID-19 activities in PNG. The M&E Officer will work with other program staff
and M&E officers of partner organizations to ensure that M&E activities are in line with
organizational standards and meet both donor and Government of PNG reporting requirements.
S/He will be responsible for managing routine program statistics including ensuring timely
reporting of monthly program statistics by all partner organizations, maintaining data storage and
back-up, ensuring data quality and building the capacity of partner M&E staff to observe standard
M&E practices at all times. It is the responsibility of the M&E Officer remain current on M&E best
practices, organizational, donor and GoPNG reporting requirements.


Major Responsibilities:

  • Develop and regularly update a project performance monitoring plan in line with donor requirement
  • Provide guidance and lead the design and implementation of M&E systems and tools for the project interventions
  • Provide support on the data management including data collection, transmission, storage and back up, analysis, interpretation and dissemination
  • Ensure timely reporting of routine program data from partners based on agreed flow path, timelines and formats
  • Maintain data quality at all times thorough routine monthly data verifications and quarter data quality audits
  • Ensure regular availability of M&E data analysis products for program performance review and monitoring by FHI 360 and partners
  • Ensure that M&E related activities are implemented according to the approve annual implementation plan
  • Organize quarterly program performance review meetings with the participation of partner organizations
  • Build the capacity of partner M&E staff to observe standard M&E practices at all times.
  • Represent FHI 360 in workshops/meeting as assigned
  • Travel out of Port Moresby up to 25% of time for project related activities
  • Assist as required in project efforts to build sustainability of the COVID-19 surveillance system
  • Undertake other duties as assigned by line manager or FHI 360 management
