Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is LBP 86,508,000.- yearly.

    Introduction

    Responding to the continuing Syrian refugee crisis, the Employment Intensive Infrastructure Programme in Lebanon (EIIP) aims to create jobs for vulnerable Lebanese host community members and Syrian refugees through construction and maintenance of locally prioritised infrastructure, where Local Resource-Based Technology (LRBT) and Decent Work strategies are core strategies.

    ILO through the EIIP is working in partnership with the Ministry of Labour, Ministry of Social Affairs, and participating Municipalities. Funding is provided by the German government through the German Development Bank, KfW.

    Sustainable asset creation and decent work principles are key differentiators for the EIIP compared to other similar interventions. This will continue to be promoted and strengthened during the project.

    Close coordination and collaboration with different working groups and partners in the field have enhanced the work of the EIIP and helped in mainstreaming its core values and mandates throughout different channels. Additionally, close monitoring of implementation along with proper evaluation of impact have kept the EIIP in Lebanon on the track of success and upward development.

    Reporting lines

    The incumbent of the position will work within the EIIP team and work under the direct supervision of the EIIP Chief Technical Advisor and in close collaboration with other relevant ILO projects and programmes (e.g. PROSPECTS, Skills & TVET) and work in close coordination with the relevant ILO Technical Specialists and the Lebanon Programme Officer, based at ROAS.

    The incumbent will also be liaising closely with relevant Ministry officials, including the Ministry of Labour and Ministry of Social Affairs, along with liaison from ILO to the Livelihood working groups.

    Description of Duties

    Project Monitoring and Evaluation

  • Maintain the overall framework for EIIP project M&E, (mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems).
  • Maintain and administer the M&E database; analyse and aggregate findings.
  • Develop, revise, and update the EIIP project workplan and log frame matrix, particularly in the areas of performance indicators and measurement.
  • Review existing approaches for M&E with implementing partners and agree on any required changes, support, and resources.
  • Maintain baseline data for each project component and for all project indicators
  • Ensure data quality control and review data collection methods, for quality impact evaluation and assessment of achievements against performance indicators
  • Provide advice to the supervisor on improving project performance using M&E findings.
  • Support and undertake the training with implementing partners and/or contractors on M&E as needed.

    Livelihoods Monitoring, Evaluation and Reporting

  • Participate in National working and core groups for livelihood related themes, monitoring, evaluating, and reporting trends.
  • Establish and maintain linkages for ILO to the relevant Livelihood working groups and thematic discussions, for monitoring, evaluation, and reporting.
  • Plan, design and produce socio-economic studies into employment generation, economic and capacity development impacts with approved recommendations to the wider group.
  • Liaise with the relevant ILO ROAS Technical Specialists, programmes and projects (i.e. EIIP, PROSPECTS, Skills and TVET) and with the Lebanon Programme officer for the submission of relevant Livelihood themed papers as required.
  • Timely reporting on national tools under LCRP.

    Project Document Preparation and Reporting

  • Using Monitoring data, produce progress reports i.e. monthly project updates and bi-annual project progress reports, support mid-term project and final evaluations.
  • Contribute to drafting of proposals and other documents, including compiling relevant M&E information.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project.
  • Perform other duties as may be assigned by the CTA.

    Required qualifications

    Education

    First level university degree in communication, marketing, information management, statistics, demographics, business management, public policy, international relations, economics, journalism or other relevant fields.

    Experience

  • Two to three years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
  • Experience of at least one year in liaising between UN organisations, Ministries and inter-agency forums in Lebanon context.

    Languages

    Excellent command of English and Arabic.

  • Good knowledge of electronic search and retrieval methods and techniques.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration, and evaluation of projects.
  • Ability to facilitate and serve as project liaison for externally managed evaluations.
  • Good knowledge of automated information systems applicable to information networks, information management and dissemination.
  • Client orientation - understand and respond to needs of various government agencies, other international agencies, I/NGOs, and implementing partners.
